Coliseum Central Master Plan

Overview

The Coliseum Central Master Plan encompasses the Coliseum Central Business Improvement District (CCBID) as well as the surrounding neighborhoods and natural environments. Nearly three square miles in size, CCBID is one of the largest business improvement districts in the nation. It is centrally located within the region at the crossroads of Interstate 64 and Interstate 664.

 
 

The success of this commercial district is critical to the City of Hampton. It has historically served as one of the major regional shopping districts for the Virginia Peninsula and generates a significant proportion of taxes for the City. Two public-private partnerships and the Coliseum Central Master Plan have served as catalysts for the redevelopment of this district and the preservation of its tax base. Results are already evident, with 8.36% taxable sales increases in 2004 and the attraction of new development such as Bass Pro Shops; more than a dozen new restaurants; a John Q. Hammons 300-room luxury Embassy Suites Hotel and three additional hotels; the development and expansion of world-class medical facilities; over 900 proposed residential units; and the announcement by the owners of Coliseum Mall for its redevelopment into the Peninsula Town Center. This project is expected to dramatically transform the image of Coliseum Central.

The Coliseum Central Master Plan is the recipient of the 2005 Virginia Chapter of the American Planning Association Outstanding Plan Award.

Key Elements

The Master Plan embraces principles of community livability and sustainable development by supporting a balance of mixed-use, higher density development, decreased automobile dependency, housing alternatives, recreational and entertainment opportunities, integrity of the natural environment, respect to the built environment and defining architectural features, and community identity.

Current Projects

Peninsula Town Center:

The existing 1-million square foot Coliseum Mall is being redeveloped into the Peninsula Town Center. This 75 acre redevelopment project is strategically located immediately adjacent to I-64 in the center of the Hampton Roads region. The Mall is being transformed from a deteriorating enclosed mall into a vibrant mixed-use town center and is expected to become a regional shopping, dining and entertainment destination.

Mall Properties has partnered with Steiner + Associates, the pioneers of the authentic urban town center concept, to develop this over $200 million project. When completed, the town center will encompass nearly one million square feet of mixed uses including +/- 762,000 square feet of retail, dining and entertainment situated around a town square and a public park. H2O Residential Community:

Located on approximately 25 acres of land adjacent to the Hampton Coliseum, L. M. Sandler & Sons has entered a public-private partnership with the Hampton Redevelopment & Housing Authority to develop approximately 500 luxury townhouse & condominiums.

This redevelopment site is located in the Crossroads community fronting both sides of Freeman Drive and adjacent to Coliseum Lake and Newmarket Creek. The Crossroads community includes the Hampton Coliseum the Hampton Roads Convention Center, the Embassy Suites Hotel, a planned entertainment district and a waterfront linear park. The project will be within walking distance to planned retail, entertainment and restaurants adjacent to the Hampton Coliseum.

An $80 million investment the planned community will incorporate traditional neigh design and consist of condominium flats, four-story stacked townhouses and three-story traditional townhouses Other elements of the project include 40+ acres of open space to include central amenities, linear green along Freeman Drive, and a linear waterfront park as well as active recreational components to include a clubhouse and pool facility, unusual water features, and a series of walking trails and pedestrian access. Units will include integrated garages with access provided via private internal streets and alley ways.

Newmarket Creek Park:

Stretching nearly 2.5 miles along Newmarket Creek Lake Hampton, Coliseum Lake, and Bass Pro Lake, this linear waterfront park will include greenways and blueways along this picturesque environment. The park will include areas for entertainment, recreation and relaxation with water access, interactive fountains, and elevated boardwalks. Begin at Air Power Park, the trailhead will extend through the Crossroads community and to the Power Plant and Blue Bird Gap Farm. The park will transition from a natural preserved environment with education and educational opportunities to an urban river walk and offer unique experiences along the way for both residents and visitors alike.

Power Plant:

Developed by the Cordish Company of Baltimore, MD, The Power Plant of Hampton Roads is one of the premier entertainment districts in the region. Anchored by Lowe’s, BJ’s (now under construction), and Bass Pro Shops, The Power Plant provides a balance of retail, restaurants, and night-life alongside a vibrant backdrop of an eight acre lake and boardwalk. Bass Pro Shops of Hampton is the first of its kind to locate in the state of Virginia and draws 1.5. to 2 million annual visitors, 90% of which are from outside the City of Hampton. A Spring Hill Suites and Hilton Garden Inn will soon break ground, adding 250 hotel rooms to the 450,000 sq. ft of retail and entertainment space already planned and developed. Other existing tenants include Johnny Carino’s, Sonic, McFadden’s, Saddle Ridge, Joe’s Crab Shack, Starbucks, Coldstone Creamery, Cheyenne Supper Club, and Lone Star Steakhouse & Saloon. The Crossroads:

At the convergence of I-64 & I-664, the Crossroads community will become one of the premier destination points in the Coliseum Central District. This area of the District features waterfront frontage along the Coliseum Lake and Newmarket Creek and includes the 10,889 seat Hampton Coliseum, the 344,000 sq. ft. Hampton Roads Convention Center, a 300 room John Q. Hammons Embassy Suites Hotel, the H2O residential development. Additional development includes 19 acres of planned retail and entertainment, an 11 acre mixed use site to be developed by the Cordish Company, additional full service hotel(s), a linear waterfront park, and the transition to structured parking. As the district transitions to structured parking additional mixed use and office development sites will become available.

Mercury Plaza:

Mercury Plaza, one of the oldest shopping centers in Hampton is undergoing a major redevelopment by the owners, Mall Properties. Wachovia Bank, recently joined Texas Steakhouse and Cracker Barrel as the first three tenants to occupy a portion of this completely re-developed 36 acre retail center. The redevelopment includes a network of streets and sidewalks to create a better pattern of internal circulation and promote various uses. 7 out parcels have also been provided along the exterior perimeter of this property for restaurants and service related uses. Approximately 225,000 sq. ft. of retail and office space will occupy this site upon its completion.

Sentara Medical Campus:

Sentara has partnered with the Hammes Corporation to develop the Sentara Fitness Facility and Hampton Inn & Suites as part of the Sentara Campus West Medical Expansion. The 3-story Sentara Fitness Facility and medical arts building will include 32,000 square feet of fitness space and 42,200 square feet devoted to specialized medical programs and rehabilitation. The adjacent Hampton Inn and Suites will include 109 quality guest rooms. Sentara plans to break ground on their building this summer, with the hotel breaking ground by October 2006. Both projects anticipate completion by October 2007.

Coliseum Drive Streetscaping:

The City of Hampton is implementing a redesign of Coliseum Drive through a significant streetscaping project. Coliseum Drive serves as the spine for many of the largest destination points in the District connecting the Crossroads Community to the Sentara Medical Campus. Other significant properties along the street include the Hampton Coliseum and Hampton Roads Convention Center, the hotel district, the future Peninsula Town Center (currently Coliseum Mall), Riverdale Plaza (future redevelopment site) and Coliseum Crossing Shopping Center. The Master Plan calls for this auto-oriented street to transition to a “Main Street” for the Coliseum Central community by focusing on pedestrian connectivity and alternative transportation modes such as shuttle and mass transit services. Elements of the project include improved and enhanced sidewalks and crosswalks, landscaping and street trees, landscape medians (phase 2), public art, benches and trash receptacles, attractive bus shelters and bus stop enhancements and new pedestrian and auto oriented lighting. Work will begin on Coliseum Drive between Pine Chapel and Mercury Boulevard in late Summer 2006 and will be a wonderful amenity connecting our hotel visitors to the Crossroads and Peninsula Town Center sites.
