Paul is the Equity Coordinator for Maryland Fire and Rescue Institute, University of Maryland;
He serves on the University of Maryland's Equity Council; a commissioner on the University of Maryland’s
President’s Commission for Diversity Affairs; as a facilitator the University’s Words of Engagement (1 and 3)
credit dialogues; Paul was appointed to the Governor's Task Force on Multi-Cultural Affairs in 1996; He serves
as a employment mediator for Maryland’s Department of Human Relations; He has over twenty years experience as an
Equal Employment Opportunity/Affirmative Action (EEO/AA), Multi-Cultural Diversity ADA counselor, mediator and
trainer for various fire and rescue agencies; He is a current faculty member of the “Carl Holmes Executive
Development Institute at Clark-Atlanta University; former EFO Instructor.
He provided his expertise to the development of “Community Hazardous Reduction Program” for the Nation Fire Academy’s Emergency Fire Officers
Program (EFOP). He has written and developed EEO/AA and Multi-Cultural Diversity training modules for Fire Fighter
I (NFPA 1001), Fire Officer I, II and III (NFPA 1021), Emergency Medical Technician/EMS officers and Chief Officer
course; He consults with paid/volunteer fire and rescue organizations on EEO/AA/ADA, cultural diversity and gender
issues on both a national and local level including the Black Chiefs Officers Committee, International Association
of Black Professional Fire Fighters, the International Association of Fire Chiefs, and National Association of
Hispanic Firefighters, the Women’s Chief Officers Committee, and Women in the Fire Service, Inc.
He has 25 years of equal opportunity management, fire fighting and emergency medical care experience with Fairfax County, VA Fire and
Rescue Department; He is a Virginia Department of Fire Programs EEO/AA Instructor; He is a retired member of the
Progressive Fire Fighters of Fairfax, Va. and serves as the Maryland State Representative for the I.A.B.P.F.F;
He assisted the International Association of Fire Chiefs with revision of their second edition of the Equal
Employment Opportunity and Affirmative Action Resource Manual for the chief fire executive and coordinated the
State of Maryland's Statewide Fire and Rescue Communities Annual Equity/EEO Conference Fire and Rescue Organizations.
He is a graduate of the University of Maryland’s Leadership Development Institute. He has received numerous awards for
his continual service to the field of Human Relations includes being named Outstanding Associate Staff Member at the
University of Maryland and as the Symposium Liaison for Virginia’s Department of Fire Programs. Reverend Brown serves
as a member of the ministerial staff and as the Steward Pro-Tem of Cornerstone A.M.E Church Indian Head, Maryland. |
