Community Development Department
Construction Inspections
Performs building, plumbing, mechanical, fuel gas and electrical inspections of new construction, alterations, additions and renovations to ensure compliance with the Virginia Building Code, Virginia Residential Code, Virginia Plumbing Code, Virginia Mechanical Code, Virginia Fuel Gas Code and the National Electrical Code.

Development Services Center (Permits)
Reviews all construction plans, subdivision plans, and site plans to ensure they meet adopted local, state, or federal standards, and issues building, plumbing, mechanical, and electrical permits. Processes Chesapeake Bay Preservation District applications.

Housing & Neighborhood Services
Works to maximize the effectiveness of the city’s investment in neighborhoods and increase the alignment of citizens, neighborhood based organizations, commissions and City staff around the vision and strategies for neighborhoods. Core services and priorities include housing reinvestment, federal grant administration, community engagement, and facilitation.

Planning & Zoning Administration
Provides the Community Plan and strategic master plans to guide future development of the community. Provides administration of the zoning ordinance, the comprehensive plan, strategic plans, and other policies through evaluation of land use applications and supports the Planning Commission, City Council, the Board of Zoning Appeals, and the Wetlands Board for consistency with adopted land use and environmental policies.

Property Maintenance & Zoning Enforcement
Performs proactive inspections and responds to complaints regarding existing structures, both residential and commercial, to ensure compliance with the International Property Maintenance Code, the City of Hampton Zoning Ordinance, as well as numerous other care of premise ordinances (weed and debris, inoperative vehicle, graffiti), to reduce “crime and grime,” substandard structures, and structures with major and minor deterioration.

Support Services
Provides data collection and analysis, records management, administrative and clerical support, and support and leadership for department technology to the Director, Deputy Director, and the other divisions of the Community Development Department.
