FY08-09 Consolidated Annual Performance and Evaluation Report

The City of Hampton has completed a draft of its 2008 - 2009 Consolidated Annual Performance and Evaluation Report for Housing and Community Development. This document provides a review of the City’s performance and utilization of funds received by the U.S. Department of Housing and Urban Development (HUD). The report is also available for review at all Hampton Public Libraries and the Neighborhood Office (City Hall, 22 Lincoln Street).

FY2008-2009 Consolidated Annual Action Plan Amendment

The City of Hampton is proposing to amend the FY 2008-2009 Consolidated Annual Action Plan for Housing and Community Development to include the use of Community Development Block Grant - Recovery (CDBG-R) funds. The proposed amendment will create a Weatherization and Energy Efficiency Pilot Program to assist low and moderate income homeowners with energy efficiency measures. The amendment is also available for review at all Hampton Public Libraries and the Neighborhood Office (City Hall, 22 Lincoln Street).

DRAFT FY10 Consolidated Annual Action Plan for Housing & Community Development

The City of Hampton has completed its proposed 2009-2010 Consolidated Housing and Community Development Action Plan. This document provides a review of the City’s proposed activities under the 2009-2010 Community Development Block Grant and HOME Programs. The plan is available for review at all Hampton Public Libraries, the Neighborhood Office (City Hall, 22 Lincoln Street).

Consolidated Plan

The U.S. Department of Housing and Urban Development provides funding annually to the City of Hampton under the Community Development Block Grant (CDBG) and HOME Investment Partnership Programs. One of the requirements for receiving these funds is the development of a five-year Consolidated Plan for Housing and Community Development. The Plan provides the policy direction for housing and community development in Hampton and identifies housing, homeless, community and economic development needs and resources, while providing a strategic plan to address those needs in accordance with community priorities. The period covered by the consolidated plan corresponds to the City's fiscal years 2006 thru 2011 (July 1, 2005 thru June 30, 2011).

Analysis of Impediments to Fair Housing Choice

All localities that receive Federal funds from the Department of Housing and Urban Development (HUD) are required to prepare an Analysis of Impediments to Fair Housing (AI) every five years. The AI is typically completed in conjunction with the five-year Consolidated Plan. The report is an assessment of how laws, governmental policies, real estate practices and local conditions affect the location, availability and accessibility of housing. It also identifies areas where corrective actions might broaden the housing options of persons protected by fair housing laws.

In 2004, the City of Hampton partnered with the cities of Newport News, Norfolk, Portsmouth, Chesapeake, Virginia Beach and Suffolk to prepare an Analysis of Impediments to Fair Housing Choice for the Hampton Roads region.

Annual Action Plan

The Annual Action Plan describes the allocations of Federal funding for activities to meet the major goals and objectives identified in the 2005-2010 Consolidated Plan.

CAPER

The Consolidated Annual Performance and Evaluation Report (CAPER) is required by the Department of Housing and Urban Development (HUD) at the end of each fiscal year. The CAPER details Hampton's accomplishments toward meeting the goals outlined in its FY2005-2010 Consolidated Plan. The CAPER compares the actual performance measures with the performance measures listed in the Annual Action Plan which is developed before the fiscal year. The CAPER reports on activities funded with Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds.
