The Women in Public Service Conference (WIPS) was founded in Portsmouth, Virginia by then fire chief, Donald J. Horton after recognizing the need to establish a path to promotion for women in his department. The conference changed its name from Women in the Fire Service (WIFS) to Women in Public Service in 2014 to broaden the scope of women who could benefit from attending.
The initial gathering had 30 attendees from across the Hampton Roads Region, as well as Henrico and Richmond, VA. The conference, hosted for the past 10 years (2008-2018) by Portsmouth Fire, Rescue & Emergency Services has continued to grow and thrive. For the first time in conference history, it will move from the founding city.
