Tourism Zones

The Virginia General Assembly passed legislation (Virginia Code 58.1-3851), allowing every locality in the state — if it chooses to do so — to create one or more Tourism Zones.

The primary purpose of establishing a Tourism Zone is to provide a targeted economic development tool to encourage attraction of tourism-related businesses and/or development projects within a defined geographic area where a deficiency has been identified. Establishment of a Tourism Zone does not preclude the area from being designated as an Enterprise Zone.

The Hampton City Council established two Tourism Zones in 2015 to benefit public health, safety, and welfare, and to stimulate economic development by fostering the creation and expansion of tourism-related businesses within the city.

Tourism Zones are most appropriate for large-scale projects that generate significant tax revenue and create jobs.
