City Council to consider housing at Shelton Home site, hotel; plus schools and budget

March 6, 2017 - City Council has two public hearings on its Wednesday, March 8, agenda: A permit for a hotel at Peninsula Town Center and a rezoning for single-family housing on the site of the former Shelton Home.

The hotel won the backing of the Planning Commission last week. Plans are for a hotel with about 125 rooms, as well as interior courtyards, a cafe, a pool and a rooftop deck. The proposed hotel would occupy the southern end of the former Macy's. Plans call for the extension of Merchant Lane to help traffic move through the site. Apartments are shown on the other side of the site, but those plans have not yet been submitted. The name of the hotel brand has not yet been announced.

Marlyn Development Corp. and Ryan Homes propose a $17 million project with 49 single-family homes on property at 1300 North Mallory Street formerly occupied by the Shelton on the Bay assisted living facility. They are seeking R-4 zoning, which is the city's smallest lot size for single-family homes. . The average sales price was projected to be $350,000. At the Planning Commission hearing, project attorney Larry Cumming asked the commission to consider the "quality and design of what is proposed."  Both city staff and the Planning Commission recommended denial of the application.

In the afternoon work session, City Council will hear a report from Hampton City Schools on their budget plans, as well as an update on the career academies; an update from the Hampton Roads Sanitation's sustainable water project; and an update on community input for the Fox Hill Neighborhood Center. The budget discussion will focus on revenue estimates.

The work session begins at 1 p.m., and the evening session at 6:30 p.m. Both are in Council Chambers on the eighth floor of City Hall, 22 Lincoln St. Meetings are broadcast live on the City Channel, Cox 47 and Fios 22, and streamed at
