[ARCHIVED] Mellen Street bridge to Fort Monroe faces closures for waterline construction


Dec. 13, 2018 - A project to install a new main waterline to Fort Monroe will require periodic closures of the Mugler Bridge that leads from downtown Phoebus on East Mellen Street across to the former Army base.

The waterline runs along the bridge. The first phase of the project includes demolition of the existing water main. During this phase, the bridge will be closed during weekdays (6 a.m. to 6 p.m.) and will reopen at night. That pattern is expected to last for about 30 days. 

There will be no construction Dec. 24 through Jan. 1, and the road will remain open.

Detour signs will be set up to direct traffic from Phoebus to turn left on Willard Avenue to Mercury Boulevard. Then turn right to take the Dr. Martin Luther King Memorial Bridge in honor of Frank Baker, Shepherd Mallory and James Townsend to the former base. 

During the second phase when the new waterline is being installed, however, the bridge will be closed completely. Timing depends on weather, but that work is expected to begin sometime in mid-January. The project is scheduled to be completed by late April 2019.
