[ARCHIVED] All General Assembly seats on ballot in Nov. 5 election; last day to register is Tuesday


Oct. 11, 2019 – All state House of Delegates and Senate seats will be on the ballot when Hampton voters go to the polls Nov. 5. Residents who plan to vote must be registered – under the correct address – by Tuesday, Oct. 15.

Although some of the current legislators that represent Hampton aren’t facing opposition, about a third of voters might see new names on their ballot. That’s due to redistricting set by a federal court ruling in January that moved some people into new House of Delegates districts. All voters who will be in new districts were mailed a letter with the new information in April, said Hampton Registrar Tara Morgan.

The majority of Hampton voters are in House District 92. That seat is held by Democrat Jeion Ward, who is unopposed.

Many Hampton voters may find they were moved into District 91, where the incumbent is not running for re-election. Instead, voters will choose between Democrat Martha Mugler and Republican Colleen Holcomb. Delegate Marcia “Cia” Price, also unopposed, represents a small number of Hampton residents in District 95.

In the state Senate, most Hamptonians are in District 2, held by Democrat Mamie Locke, who is unopposed.  Democrat Monty Mason in District 1, also unopposed, represents part of Hampton. An even smaller number of people are in District 3, where incumbent Republican Thomas Norment Jr. is being challenged by Democrat Herbert “Herb” Jones Jr. (See the listing of precincts below.)

Also, citywide, Linda Batchelor Smith is unopposed for re-election as Clerk of Courts.

How to register: 

  • Go to to check your registration status. You can also update your registration and/or request an absentee ballot.
  • Go to the Hampton voter registrar’s office at 1919 Commerce Dr., Suite 280, Hampton 23666 to register. Regular hours are Monday-Friday, 8:30 a.m. to 5 p.m.

Other deadlines to note:

  • Last day to request an absentee ballot by mail: Oct. 29
  • The registrar’s office will have additional hours on Saturday, Oct. 26 and Nov. 2, for in-person absentee voting from 9 a.m. to 5 p.m.
  • Last day to vote absentee in person: Nov. 2
  • Election Day: 6 a.m.-7 p.m. Nov. 5
