1. Does Animal Control keep a log of all dead animals they pick up?

No. If the animal has a tag or a microchip, Animal Control will get in touch with the owner based on this information, if possible. If the animal has neither, they dispose of the animal but do not keep a log as to the type of animal they pick up or where it is located. In fact, in some cases, the type of animal (i.e., German Shepard or beagle versus wild animal or cat) may not even be apparent, depending on how much of the animal is on the road.

Assessor of Real Estate

1. Why are real estate assessments important?

In Virginia, application of a real estate tax rate approved by the governing body, to real estate assessments, provides that the tax burden is equally distributed to all property owners in proportion to the fair market value of their real estate. Real estate taxes are a major source of local funding for local services, such as public education, fire and police protection, roads and utilities.

2. The internet record shows incorrect data for my property. What should I do to correct this?

3. If a home recently sold for $295,000, is that the fair market value?

Not necessarily. One sale does not constitute market value. Sales of similar properties must also be reviewed and analyzed to determine if a single sale is an accurate estimate of fair market value. Learn more.

4. If my home is destroyed or damaged due to a fire, hurricane or other fortuitous act how does it affect my assessment?

If you are displaced from your home or business for more than thirty (30) days, you may be eligible for a Real Estate Tax abatement. A Real Estate Tax Abatement Application must be submitted by, or on behalf of the owner with notarized agent authorization form, within six (6) months of the date that the building was razed, destroyed, or damaged.

5. I did not renovate or make an addition to my property, so why did the value increase?

Property can appreciate in value if the market desirability increases, even without making physical enhancements.

The Office of the Assessor of Real Estate is required by the Code of Virginia and the City of Hampton Municipal Code to assess all real estate at 100% of fair market value.

1. How does the public have a voice in City Council meetings?

Prior to the meeting, there are sign-up sheets for the public hearing items located at in the City Hall lobby. If you wish to address the City Council on a non-agenda item, use the sign-up sheet for "Audiences Granted to the General Public." There is a three minute time limit for each speaker.

2. What are public hearings?

Public hearings are held by the City Council to give citizens the opportunity to comment on specific current issues involving the city. All public hearings are advertised and placed on the agenda.

3. How can the public serve on council-appointed boards and commissions?

Persons interested in serving on any of the city's boards and commissions should complete a Hampton Board Bank Application. As vacancies occur, the Board Bank provides the names of all the persons who have expressed a desire to serve on the board and/or commission that has the vacancy. 4. How do you find out what’s coming up on the agenda?

Agendas are posted online on the Friday before a meeting. Printed copies are available in the City Council Office at 22 Lincoln Street, Eighth Floor of Hampton City Hall. 6. Are council meeting open to the public?

All regularly scheduled council meetings are open to the public and the media. All action taken by the city council is taken at public meetings. The city council is authorized to hold closed meetings whenever necessary to discuss legal and personnel matters, or other items not subject to the Freedom of Information Act. These meetings are not open to the public or media, but city council may not vote on any issue in these sessions.

7. How is an amendment handled?

An amendment is a City Council member's means of making a change to a motion, ordinance, or resolution as previously submitted. The amendment must be proposed by a motion and treated as any other motion.

8. When are meetings held?

Hampton City Council meetings begin at 6:30 p.m. on the second and fourth Wednesday of every month. Afternoon work sessions take place at 1:00 p.m. on the second and fourth Wednesdays of each month. The Council may also call special meetings as needed. Typically these meetings are broadcast live on TV-47 and are also available on the city’s website.

During the months of June, July, August, November, and December, Hampton City Council meetings only take place on the second Wednesday of each month.

The public may sign up to speak during Public Comment and on Public Hearing Items beginning at 6:00 p.m. The sign-up sheets for Public Hearing Items will be presented to Council promptly at 6:30 p.m. and for Public Comment promptly at 6:45 p.m. Please note that failure to sign up may result in not being able to speak before Council.

Clean City Commission

1. How do I adopt a spot for litter cleanup?

Sign up for the Adopt-A-Spot program with the Hampton Clean City Commission. Information about the program is provided on the Adopt-A-Spot page. The program requires participants to clean their selected site at least five times a year for two years. Volunteers borrow equipment from the Clean City Commission office and return it to the office after use. 2. How do I nominate a yard for the YARDS Contest?

Use the online YARDS Nomination Form, or call HCCC at 727-1130. All you need is the street address (house number and street) of the yard you would like to nominate. HCCC will send a nomination package to your nominee and volunteers will schedule the evaluation date once the paperwork is returned to the HCCC office. 3. What do I do if I see a large area of litter or an illegal dumpsite?

To report an existing area of litter or an illegal dumpsite, contact 311 with details like specific location, type of trash, and any additional information you can provide. To report an episode of illegal dumping in progress, call the Police Division's non-emergency number, 727-6111, and provide specific location, information about the dumper (description of people involved, vehicle description, license plate number), and type of trash being dumped. 4. How do I sign up for Tour de Trash?

Commonwealth Attorney's Office

1. What is the difference between a misdemeanor and a felony?

A misdemeanor is a crime punishable by a fine and no more than 12 months in jail. A felony is a crime that carries a potential prison sentence in the State Department of Corrections for one year or more.

2. What is the penalty for a misdemeanor?

The penalties for misdemeanors are as follows:

• Class 1 misdemeanor: Confinement in jail for not more than 12 months and a fine of not more than $2,500, either or both
• Class 2 misdemeanor: Confinement in jail for not more than six months and a fine of not more than $1,000, either or both
• Class 3 misdemeanor: A fine of not more than $500
• Class 4 misdemeanor: A fine of not more than $250

3. How can I get restitution for my loss?

If you have suffered a monetary loss, such as damage to your home or medical bills, because of a crime committed against you, the judge may order restitution in the amount of your loss if the defendant was found guilty. Please note that restitution is not ordered for lost work hours.

4. Do I have to testify at a trial if I don't want to?

If you are the defendant, you have a right to remain silent, and the judge and jury are not allowed to hold your silence against you. If you are a witness or victim, however, you must testify. If you have concerns about testifying, talk to the prosecutor or the crime victim assistance coordinator in the case.

5. What happens at an arraignment?

This is the first appearance for the person who is charged with a crime, the defendant. At this time the judge explains what the charges are and what rights the defendant has.

6. If I am charged with a crime, how can I get an attorney if I can't afford to hire one?

At arraignment the judge will determine whether your income makes you eligible for a court-appointed attorney.

7. What if I can't pay my entire fine at once?

The judge may allow you to set up a time payment program, based on your income.

Emergency Management

1. Who needs an emergency plan?

Every city, county, business, church, school, medical facility, private organization and family needs to have a well-developed disaster plan. In some instances, there are laws that require specific activities to have a plan. Many private companies may be legally required to develop a plan to ensure that a disaster doesn't become worse.

Although federal and state regulations for business pertain primarily to those that work with chemicals, every company should have some type of emergency plan that includes information recovery, evacuations, computer malfunctions, severe weather or disruption of the flow of materials and supplies.

A plan also may help a company reduce their potential liability in the event of an emergency and / or disaster. A properly developed plan will ensure that steps have been taken to limit or avoid civil or criminal liabilities, should a disaster occur.

2. What services are provided by the Emergency Management Department?

The Emergency Management Department develops and maintains an emergency management program by:

• Defining and analyzing the potential hazards the city, schools or business may encounter
• Estimating the physical and human resources needed to respond to emergencies


• Keeping an inventory of those resources
• Determining unmet needs and making contingency plans to meet them
• Periodically updating the city plan so it remains current with changing conditions and circumstances

2. General Question - As a supervisor, how do I sign on to my own information (for example, to request leave)?

In order to see your employee information when you are a supervisor, you would go to the right side of your screen where you see the word “Workspaces”. There is a dropdown arrow next to that. This is called a “Carousel”. When you select the dropdown, you can then scroll through more workspace options. One of those says “Employee Workspace”. If you hover over the words “Employee Workspace” it will become underlined and act as a link. Click on the underlined words and the Employee Workspace should open as an additional tab in the main part of your screen.

3. General Question - What are the ways for an employee to clock in if they refuse to put the Kronos app on their personal smartphone?

All non-exempt employees can always use either a time clock or computer to clock in.

4. General Question - What if we forget to approve our own time card?

The payroll process does not require employees to approve their time card, but it is highly recommended.

5. General Question - Does the supervisor of a group reassign an employee to a new group?

Yes. If they need assistance, the supervisor can contact their payroll clerk or the Kronos Help Desk.

6. General Question - Can there be dual alerts for those who report to multiple supervisors?

Anyone who has access to an employee’s information will receive an alert regarding that employee.

7. General Question - Can the employee see if the supervisor has changed the employee’s time card and what that change is?

The employee will have full auditing capabilities for their time card and will be able to see when and who made any changes.

8. General Question - Can a manager approve an employee’s time card without the employee approving?

Yes, the employee’s approval is not mandatory.

9. General Question - If I want to take 3 days off, but want to use 1 personal day and 2 vacation days, do I have to submit multiple requests?

Yes.

10. General Question - What if the supervisor is out and cannot approve my timecard?

If the supervisor is out, there will be another supervisor delegated to act as the approver of record.

Employee Connection - Kronos - Mobile App

1. What is a mobile app for Kronos?

Kronos provides an application for both smart phones and tablets to access the Kronos application for use by employees to clock in and out, request time off and manage their accruals.   Mobile apps also require a mobile license assigned to the City and each individual user before the mobile app can be activated.

2. What mobile devices can have mobile apps?

Kronos has apps for smart phones and tablets with Android and iOS.

3. If I have a mobile app, can I still use my PC or a timeclock to clock in or out?

Yes, you may clock in or out from any city-owned timeclock or any PC connected to the internet.  You can clock in using our mobile device in the morning and clock out with a timeclock in the afternoon and both devices will register your punch.

4. How do I request a mobile app?

Mobile apps are intended for non-exempt staff who work out in the field for a large portion of their workday. The mobile app allows employees to punch in and out from locations where a city timeclock or a PC is not available. Mobile apps are not intended for exempt staff or for non-exempt staff who work in one primary city location for most of the day. Your supervisor must request a mobile app and identify and describe how the mobile app is needed for your position. To request the mobile app, your supervisor should e-mail the helpdesk at IThelp@hampton.gov. The request will be reviewed by the Kronos team and provided to qualifying staff members. Please be aware that you must already have a mobile device to use the mobile app.

5. How long does it take to activate the mobile app?

Employees can download the mobile app at any time. However, the Kronos team will need to assign a license to the user before the mobile app can be activated. This will take 2-5 work days assuming the city already has a license for the user. If the IT department needs to order additional mobile licenses from Kronos, then the request could take up to 20 work days to complete the procurement process and activate licenses. Departments should take these time frames into account when hiring or reassigning staff.

6. Am I eligible for a mobile app if I telework from home?

Exempt employees are not eligible for a mobile license. Non-exempt employees who telework should have access to a PC at their home, and this device can be used to punch in and punch out.  A city device and access to the city network is not required to use the Kronos application from a PC or Mac. The link from Employee Connection provides a way for users to log on to the Kronos application.

7. Am I eligible for a mobile license if I am traveling for business or in training temporarily without access to a PC or timeclock?

No, mobile licenses are intended for non-exempt employees who work in the field permanently. You and your supervisor should communicate daily on the hours you worked if you are assigned to training or work temporarily away from your primary work area. Your supervisor can punch in and out on your behalf while you are away. Employees should check and approve these hours each week to ensure accuracy.

8. I am a manager/supervisor, can I have a mobile app?

Kronos mobile manager licenses are not being provided at this time. The city only purchases employee mobile licenses for non-exempt employees. Managers generally have access to PCs and timeclocks in their assigned work areas.

9. Can I use my personal smartphone for Kronos?

Yes, you may use your personal smartphone to clock in and out with Kronos. You will need to request a license for the mobile app on your personal or city phone.

10. How do I use the mobile app?

11. Does Kronos track where I am located?

Kronos requires that GPS be turned on. Kronos tracks your location at the time that you clock in and clock out only. Your location is not tracked between punches. This applies to both city and personal mobile devices. Supervisors and managers may request reports on the location of employees when they punch in and out.

12. Will the city have access to data on my phone if I use Kronos on my personal phone?

No, the Kronos mobile app does not store data on the mobile device. City IT staff do not have access to your personal phone data if you have installed the Kronos app. If the only city app on your phone is Kronos, the city has no access to data on your personal phone. Keep in mind, if you have installed Exchange 365 on your mobile device and use it to receive city e-mail on your personal mobile device, the city IT staff can disable your account and wipe data from your phone remotely.

13. Can someone send a FOIA request to the city seeking Kronos data on my smartphone and access my phone?

No, your Kronos data is stored in the Kronos system controlled by the city. Kronos data is not stored on your mobile device. However, Kronos data may be considered public information. If a FOIA request were made for your timekeeping data and it were deemed public, the city would retrieve this data from the city system. Your personal phone would not be part of the data collection process for Kronos data requests.

14. Is there a cost for the mobile app for Kronos?

Kronos charges the IT Department for each mobile license. The mobile app is free, but the app will not work without a mobile license. Mobile licenses incur a one-time charge and an annual maintenance charge for each license. The IT Department pays for mobile licenses for city departments. Mobile licenses are only provided to non-exempt employees where most of an employee’s work day is spent in the field or there is some other work-related compelling justification for use of the mobile app. Departments are responsible for paying for the mobile device and monthly carrier service charges. In some cases where a non-city organization is using a mobile app, there may be a license or usage charge.

1. HPD Related - Can Kronos automatically create the A/R file for extra duty billings?

The Kronos Team will look into that.

2. HPD Related - When there is a new OIC for extra duty, do we change it ourselves or notify someone?

HPD Payroll will be responsible for maintaining extra duty information.

3. HPD Related - If my shift guys work extra duty, do I have to approve all of their time worked?

You will only approve the time that they have worked under your shift. Extra Duty will be approved by the OIC for that extra duty, additional shift hours will be approved by the supervisor for that shift.

4. HPD Related - Is the cost of the app prohibited for the City to give the mobile app to all of HPD?

All those that the departments have designated as having a need for the mobile app have been given a license.

5. HPD Related - If I am an exempt employee, how do I sign up for extra duty?

As an exempt employee, you will not be able to punch in or out for any hours, so extra duty will have to be entered into your time card by your supervisor.

1. Can a manager require an employee to post a promotion of a city event or campaign on the employees personal social media?

No, a manager cannot require an employee to post a City event on their personal Facebook page.

2. As part of the building security, can we get the stripe on back of ID badges instead of having the fobs?

Response from Human Resources: The City is undergoing a security enhancement that involves multiple phases. As you are aware, we now have a security guard station in the City Hall lobby and some employees have started to receive replacement badges that include a bar code which provides the same access as the key fobs. The intent is to replace all badges and eliminate the use of the fobs. Due to the various levels of security and access, this process will be a phased-in approach.

3. Why can we only give 24 hours of leave away to someone, not more if you have it?

The current leave donation program allows employees to donate a maximum of 24 hours per pay period. The 24 hour limit is a safeguard to ensure the donor does not deplete their leave balance.

4. Can the city have a grievances call center or hotline you can call with a complaint and remain anonymous or you want to grieve about something?

Human Resources: We have no formal procedures or hotlines in place to handle this type of issue. However, if an employee is concerned about fraud, waste, abuse, or any similar issue they should contact Human Resources. Human Resources will work with the employee to define the situation and then either address the situation within Human Resources or direct the employee to another resource.

5. Can the city sign up to provide the new MyRA savings accounts for all employees?

Finance Department: The MyRA has not been established yet to my knowledge: In the State of the Union address, President Obama said he was authorizing the Treasury Department to create a starter savings account. However, the city currently offers a 457 plan through ICMA-RC and all employees are eligible to contribute, including part time & WAE employees. The 457 Plan allows participants to set aside pre-tax money (through payroll deductions) for retirement purposes. The member is free to choose how much they want to contribute.

Fire & Rescue Division

1. Does the fire department install car seats?

No. Hampton Fire & Rescue does not have a certified child safety seat technician. Resources, including safety seat installation videos and information on Virginia's Low Income Safety Seat Program, are available online at www.safetyseatva.org.

2. I called for an ambulance; why did a fire truck respond?

All of our firefighters are certified as Emergency Medical Technicians and respond to a variety of medical emergencies within the city. The fire trucks carry medical supplies and equipment to stabilize and/or rescusitate patients. Firefighters may also supplement the service provided by the ambulance by providing additional manpower.

3. Does the fire department offer free blood pressure checks?

Yes; free blood pressure checks are available at any Hampton Fire Station between the hours of 8am and 8pm. Department personnel will check your blood pressure and provide you with a written record so that you can share the readings with your personal physician. Please note that the station personnel may be responding to an emergency or scheduled event when you visit.

4. I sometimes see firefighters at the grocery store during the workday. Why?

Personnel assigned to 24-hour shifts generally prepare their own meals at the fire station. Often the crew will go to the grocery store in their district to purchase items to prepare. Using the city-assigned vehicle allows them to respond from their location if necessary, without having to return to the station to pick up a vehicle. City funds are not used for these purchases.

5. Why are the phone numbers for the fire stations not listed in the phone book?

When firefighters are not on an emergency call, they are often involved in training, in and out of the station, to enhance skills and maintain readiness. They also participate in a number of community events. Most of your questions and concerns can be addressed by our administrative staff during normal office hours. You can reach fire administration at 757-727-6580 between 8 am and 4:30 pm, Monday-Friday, except on holidays.

6. Am I allowed to burn leaves in the city?

Anything that would normally be picked up by Public Works cannot be burned in the city. Leaves may be disposed of along with your regular garbage pickup. They must be collected in clear plastic bags and placed at the curb on your regular garbage collection day. For additonal information about the proper disposal of items, contact Public Works at (757) 727-8311.

7. There’s a hydrant on my street that’s running, could you have someone come out to check it?

Fire hydrants are maintained by Waterworks, not the fire department. From time to time, Waterworks personnel will do overflow testing on hydrants. However, if you see a hydrant that is open and running, you may call to notify Waterworks at 234-4800. They will let you know if any testing is being done in the area or have someone respond.

8. Are fireworks allowed in the City of Hampton?

The City of Hampton Prevention Code bans the use and possession of all fireworks, with the exception of sparklers. Permits are required for public or private display of fireworks or pyrotechnics. A million dollar bond and professionals trained to launch firecrackers are required to obtain a fireworks permit.

Certain types of fireworks, such as firecrackers, bottle rockets and roman candles, may be purchased legally in other areas, but may not be possessed or used in the City of Hampton. Bringing unapproved fireworks from other jurisdictions in to the City of Hampton is an illegal act that constitutes a Class 1 misdemeanor. Unapproved fireworks may be confiscated and the offending parties fined up to $1,200 and/or sentenced to up to one year in jail.

Fire & Rescue Division - EMS Fees

1. What options are available to me if I do not have insurance or am unable to pay?

You may complete the Financial Hardship Certification Form and submit it, along with the required documentation, to the Treasurer’s Office for review. As of July 26, 2018, all inquiries regarding hardship/payment arrangements for EMS Cost Recovery Program bills are being handled by the Treasurer’s Office. 2. Are there other options if I need transport to the hospital for non-emergency situations?

There are medical transport services available in the area. Your local phone directory or online searches should provide you with options and contact information for alternative services (medical transport, private ambulance services, or taxis, etc.). 

3. If someone else calls 911 on my behalf, will I still be charged if I refuse transport?

There is no fee if no assessment is done and you are not transported to the hospital. However, if a patient assessment is done, regardless of whether you choose to be transported, you will be charged the patient assessment fee of $125.

4. Will I be charged an additional $125 if I decide to be transported to the hospital?

No. If after being assessed you decide to be transported to the hospital, you will be billed according to the level of service provided and the mileage from your point of pickup to delivery at the hospital.

5. Do these fees apply only to EMS or are there charges if I have to call for fire department services as well?

These charges apply to calls that result in a patient assessment and/or transport to a medical facility regardless of whether a fire engine or an ambulance responds.

6. What if I am unable to provide insurance information at the time of service?

If your insurance information is not available at the time of service, the billing company will attempt to obtain it from the hospital. If the information cannot be obtained, you will receive a letter from the billing company asking you to provide the information. Once they receive it, your insurance provider will be billed.

7. How is my privacy protected?

All of our providers have been trained on patient confidentiality and strictly adhere to Health Insurance Portability and Accountability Act requirements, which provide data privacy and security provisions for safeguarding patient medical information.

1. Who were the first Africans?

The enslaved Africans aboard the San Juan Bautista were captured by Portuguese and Imbangala forces from the kingdom of Ndongo, in West Central Africa.  The Ndongo captives were Kimbundu-speaking people from Kabasa, the capital city, and other urban areas targeted by the Portuguese invasion.

Only a few of the first Africans are named in early Virginia records.  In Elizabeth City (today’s Hampton), Anthony and Isabella labored on land owned by Captain William Tucker.  By 1625, they had a son, also named William, who was African child named in Virginia records.  Anthony and Isabella probably arrived on the White Lion or Treasurer in 1619, but records do not say for sure.  At Jamestown, Angelo (or Angela) labored for William Peirce.  She arrived on the Treasurer.  Another important early African was Anthony Johnson, who arrived from England on the James in 1621.  Johnson’s experience was unusual; he was able to earn or purchase his freedom and eventually acquired land on Virginia’s Eastern Shore.

2. Were the first Africans indentured servants or enslaved?

The historical record does not say for sure, but most historians agree the vast majority of Virginia’s earliest Africans were enslaved.  Certainly, they were enslaved on board the Spanish ship San Juan Bautista.  When they arrived in Virginia, they were traded as commodities.  There are no historical records to indicate they were given regular indenture contracts used by English servants.  Once in Virginia, a few Africans may have been treated in a manner similar to white indentured servants or had an opportunity to earn freedom, but existing records do not indicate this was the experience for most Africans, who were enslaved from the outset.

3. Did the Africans arrive at Point Comfort or Jamestown?

The White Lion, the English ship carrying the first Africans, arrived in Virginia at Point Comfort. Original sources do not say where the Africans came ashore first, but they probably did so while at Point Comfort.  The White Lion spent over a month in Virginia and probably also sailed to Jamestown.

4. Were they the first Africans in America?

Africans were present in Spanish colonies in America since 1501, and during the later 1500s were part of Spanish colonization in Florida and present-day South Carolina.  Enslaved Africans were also present in the English colony of Bermuda in 1616.  However, the enslaved Africans who arrived at Point Comfort in 1619 were the beginning of race-based slavery in America and are the “founders” of today’s African American population.

5. Why does the 1619 African arrival matter now?

The first Africans’ arrival in Virginia launched a system of oppression that fundamentally shaped our nation and culture and laid the foundation for generations of African Americans and their descendants.  Hampton symbolizes the complexities of our history and encourages us to understand how we became who we are today.  Hampton is where American slavery began.  But, in a twist of fate, Hampton is also the place where slavery began to end.  In the earliest days of the Civil War, three enslaved men sought freedom and escaped to Fort Monroe (at Point Comfort).  Their actions spurred a massive resistance movement and sparked a shift in the United States’ policy toward emancipation and ultimately abolition.  The legacy of 1619 defines our nation’s journey toward freedom.

1. What is records management and who is responsible for it?

Records Management is the systematic control of all records of an organization throughout their life span, including creation (or receipt), active use, inactive storage, and destruction or permanent retention. A Records Management Program incorporates policies and procedures for the efficient and cost-effective handling of records that provide for the legal, fiscal and administrative needs of the organization.

The City of Hampton provides guidelines for handling City records. Its purpose is to promote consistent record retention practices by City departments, that allows for ongoing compliance with local, state and federal law, including the Virginia Public Records Act, and to meet requirements of external entities, when necessary.

Each department should establish a "records liaison" responsible for the implementation of the guidelines. The Records Manager serves to assist City staff with implementing the LVA’s retention guidelines, and serves as a resource for staff seeking information.

2. How can a Records Management Program make my job easier?

1. Releases you from liability.


• Destroying records according to an APPROVED RETENTION SCHEDULE releases you from the chain of custody for those records, meaning that these records cannot later be discovered and used in litigation.
2. Frees up office space.


• A retention schedule can help you determine how long to keep records after they are no longer in active use. These inactive records can then be boxed up and put in off-site storage rather than take up valuable office space. Considering the cost of file cabinets and office space at City Hall this is a considerable savings!
3. Saves time in locating records.


• A Records Management Program ensures that the right information is available in the right order to the right person at the right time at the lowest possible cost. A good program allows you to spend minimal time locating records.

3. What is meant by "destruction date"? Where do I get this information?

The retention guidelines developed by the LVA assigns retention periods (usually in years) to each class of record. The "destruction date" refers to the end of the retention period when records may safely be destroyed. When records stored with Iron Mountain reach their destruction date, your department will be notified, and approval must be received from your department director for Iron Mountain to proceed with destruction. Once destruction is carried out, we receive a certificate of destruction for our records.

4. What if I prefer to keep everything permanently in my office?

1. Increasing volume of records.


• It's a fact that computers have not eliminated the need for paper. Some would argue that we actually generate more paper records now than we did before the advent of the personal computer. The number of records generated in the course of city business continues to increase. The LVA’s Records Retention Guidelines identifies the different types of records typically generated by City institutions. Keeping everything means you will, in time, be overwhelmed by paper.
  
2. High cost of storage.


• Lateral and vertical filing cabinets cost hundreds of dollars. Facing these kinds of costs, it makes sense to distinguish between records that should be kept for an extended period of time and those that should not as an alternative to piling up boxes and purchasing more filing cabinets.
3. Increasing volume impedes ability to locate items quickly.


• The more material you have, the greater the possibility that items will not be located when they are needed (this is true for both paper and digital records), thus wasting time and money.
  
4. Risk of loss or damage in a disaster.


• Keeping everything in your office or in your own storage area means that your records are in danger of being lost or damaged in the event of a disaster. Storing your inactive records off-site with Iron Mountain transfers the burden of caring for those records from you to them.
5. Risk of pre-trial discovery.


• Keeping records longer than the time periods recommended by the LVA increases the risk of pre-trial discovery of records. Information provided by these records may be taken out of context or misinterpreted, thereby damaging the City in a court of law and incurring steep legal fees.

6. How do I know when records can be destroyed and how should I destroy them?

There is no separate policy for the destruction of records. Rather it is based on the records' series retention and/or the content of the record. For example, any document with personally identifying information (SSN, bank account information, etc.), must be shredded, but we must also maintain the City’s business records for the required period of time.

The LVA provides specific instruction regarding destruction and designates when shredding is the only or preferred alternative. Reviewing the LVA’s Retention Schedule(s) will provide you with the information you need to safely perform records destruction.

1. What is Office 365?

Office 365 is an online (“cloud”) email service from Microsoft offering 25 GB (gigabytes) of mail storage (quota) and other collaborative features, such as Exchange calendars.

2. Is that bigger than my current email quota?

Yes! Staff typically has about 100 MB (megabytes) of storage, so they will get up to 250 times more storage space for email.

3. What is a “cloud-based environment?”

This is a shorthand general description for computer applications and services that reside on network servers accessed through the internet, instead of local servers on the city’s network. The cloud-based environment avoids the need to synchronize files across multiple devices and simplifies access to current messages and files from both desktop and handheld/mobile devices.

4. How will I access my e-mail and calendar?

Office 365 is accessible through the Microsoft Outlook clients or using Outlook Web Access interface through your web browser. POP access is available to access your account through other third-party clients. Outlook 2007 and above is required to access Office 365.

5. Will I be able to access my email via the web, tablet and/or smartphone?

Yes, Office 365 offers Exchange ActiveSync to provide access from a number of devices.

6. Is my information safe “in the cloud”?

Microsoft follows the Security Development Lifecycle (SDL) when developing software. The process entails a series of security-focused activities and deliverables during each phase of Microsoft’s software development process. Before software can be released, it must undergo a final security review by an independent development team. Software that has undergone the SDL experiences a significantly reduced rate of security vulnerabilities being discovered.

7. When will the e-mail migration happen?

The specific migration schedule for each department is yet to be developed, but it is expected to begin in April and be concluded June.

8. Will my email address change?

No, you will keep your existing email address.

9. Will my password change?

No, you will log into the system using you existing domain name and password.

10. How will I change my password on the new system?

You will not need to change your password on the new e-mail system. We have gone to great lengths to provide you a single sign on solution that uses your domain username and password so when you log onto your PC you will be logged into the e-mail system as well.

11. Do I need a new email client?

Possibly. If you use Outlook, you must be using Outlook 2007 or 2010. Older versions will not work. If your PC is not in compliance then in the coming weeks your PC will be upgraded or replaced. If you access the e-mail system from your home PC you will need to upgrade your outlook client or use the web interface.

12. Will the new system have spam filtering?

Yes, like our current system, spam filtering is built in. Spam will be delivered to your Junk Mail folder for you to examine, and the system will learn as you tell it some things are not junk.

13. Will mailbox and calendar sharing permissions (delegates) be migrated or will they have to be set up again?

Delegate permissions will migrate, but will require that users with delegation be migrated together. Occasionally the delegations will break and need to be setup again. If you need help contact the help desk to walk you through this process.

14. I check my mail using my iPhone/iPad. Will that work with the new system?

Yes, once you are converted your device should auto discover the new settings but in the rare occasions that does not happen there are instructions to step you through that easy setup.

15. I check my mail using web mail. What will change for me?

The web mail client will be significantly improved.

16. Will Outlook web access work differently for people using browsers other than Internet Explorer?

According to Microsoft, the complete set of features available in Outlook Web App will be available in the following browsers:

• On a computer running Windows XP, Windows 2003, Windows Vista, or Windows 7 Internet Explorer 7 and later versions, Firefox 3.0.1 and later versions, or Chrome 3.0.195.27 and later versions.
• On a computer running Mac OS X 10.5 and later versions, you can use Safari 3.1 and later versions or Firefox 3.0.1 and later versions.
• On a computer running Linux, you can use Firefox 3.0.1 and later versions.
• If you use a Web browser that doesn't support the full feature set, Outlook Web App will open in the light version.

17. Can I move my existing mail to the new server?

All your mail currently on the existing servers should be migrated for you

18. What about my archived mail / PST files?

If you currently use PST files (Outlook archive files) they will continue to work as before, stored on your local PC, or you may choose to upload them to the server where you can access them from anywhere. In the same way, mail stored on your local PC in standard mailbox (mbox) files can be used as is or uploaded to the new server.

19. Will all my contacts, notes, etc., be transferred?

If they are stored on the server, they will be transferred along with your mail.

20. What do "Free" and "Busy" mean in the calendar?

These are terms used in scheduling meetings and do not indicate whether someone is really free or busy.

21. Will the connection between my computer and the cloud server be secure?

The email connection types (Exchange, POP, IMAP, and SMTP) all support SSL encryption to secure your connection, and the web mail client uses https to secure your connection.

22. Will my username and password be handled securely in the cloud?

For active authentication by Outlook 2007+, Exchange Active Sync (EAS), or POP/IMAP clients, credentials are passed encrypted to Office 365 servers and relayed to the customer’s on-premises ADFS servers secured via SSL. For web-based authentication, user credentials are passed between the client and the customer’s ADFS servers over SSL and never pass to Office 365 at all.

23. Will my data be handled securely in the cloud?

Office 365 provides the ability to encrypt data at rest by supporting technologies that can encrypt the content of emails and/or files. The supported technologies for data encryption at rest include Microsoft’s Information Rights Management (IRM), S/MIME and PGP Email encryption and have the advantage of allowing the customer to maintain full control over the encryption infrastructure and key management on their premises.

Office 365 support for data encryption for at rest technologies is designed to minimize the risk of information leakage by encrypting the content, allowing access only by the intended users and by extending the protection beyond the initial publication location. Microsoft’s IRM goes further by restricting the actions allowed on the protected content and also encrypting Office application document attachments.

Office 365 mitigates against the risk of unauthorized physical access with extensive physical protections in their datacenters and operational procedures.

New Employee Email - Post-Migration

1. I am trying to update a distribution list and get the error that I "do not have sufficient permission to perform this operation on this object.

This is a transitional problem caused by having some members of the distribution list on one server and some on the other. We are migrating users by department to try and minimize this issue. In the coming weeks everyone will be migrated and this will not be an issue.

2. I have found some addresses do not work. I have also noticed the "To" line autocomplete is not working getting and error.

Items stored in the cache of your copy of Microsoft Outlook may not work correctly with the new server. To correct this, open Outlook with your new profile (the one pointing to Office 365) and do the following:

• Go to File > Options


• Select Mail


• Scroll down and click “Empty Auto-Complete list”

This will remove all the “remembered” e-mail addresses that now have an invalid path.

3. What are the limits of the new system? Can we change them?

Here are the new limits under Office 365. These are set by Microsoft and we cannot change any of them.

• Quota: 25 gigabytes per mail box


• Maximum number of recipients per message: 500


• Maximum size of attachment sent/receive: 25 megabytes


• Maximum number of recipients per day: 10,000

These are very high limits and City of Hampton users should not reach these limits for normal use. Generally, city users should not be sending out broadcast messages to large groups of citizens or City employees. If you need to send out a broadcast message to a large group of citizens, please contact Marketing Inc. If you reach 10,000 recipients in a day, your email will be locked for 24 hours by Microsoft and we will not be able to unlock it!

If you send large numbers of emails to internal staff members, you can contact IT and we will assist you with a solution through the creation of an appropriate distribution list or alternative service.

New Employee Email - Transition

1. When will I move to Office 365?

The IT department has already started moving some users to the Office 365 cloud service. Departments will be moved as a group. All users will be moved between April and July 2013. You will be notified of your specific department or group move date in advance of the move.

2. Do I need to do anything to prepare for the move?

Please read all the FAQs prior to the move and bookmark the Intranet Office 365 transition page so it is handy if you have questions. You will be asked to test your e-mail service after the move to ensure all your mail and other items converted to the cloud appropriately. The FAQs link is: http://cityweb/it/office365/default.aspx

3. What happens if I have a problem after the move of my mailbox?

Contact ithelp@hampton.gov or call 311 if you have problems after the move. In many cases we will have IT staff on your site check on each user's move success. In all cases, our staff will have the schedule of moves to Office 365 and will make problems with moves a high priority to be resolved very quickly. The IT department did an extensive pilot so we believe we know what to expect during the move.

You can access your email, calendar, and contacts by signing into Outlook Web Access (OWA.) The link is http://outlook.com/owa/hampton.gov. A link to OWA is also available from the FAQ page on our intranet http://cityweb/it/office365/default.aspx.

4. After my transition to Office 365 I am not seeing calendar detail entries for others outside of my department.

This is normal during the transition period. Users that have not migrated to the cloud are still on the City’s old mail server and their detailed calendar entries may not be visible to users on Office 365. You should be able to see if the person is free or busy, but not the details. As more users move to the cloud you will be able to see more user calendar entry details. Once everyone moves to the Office 365 cloud the calendar detail issue will be resolved.

5. I am a public safety user on the police domain. Will I transition to the Office 365 cloud?

Yes. Most public safety users will move to the Office 365 cloud service. Your transition process will follow the same pattern as all other City users. However, there are a few users in Public Safety that cannot move to the cloud due to FBI and State Police network restrictions. If you are one of these special users you will not migrate to Office 365. You will remain on the City’s e-mail system indefinitely and the IT department will continue to support e-mail for these users as we do today.

6. What about my mobile device? Will everything stay the same when I transition? Will I need to do anything special with my mobile device?

Most of the same functionality will be available on the Office 365 cloud service as you have today on your city or personal mobile device. One exception is that Blackberry devices will no longer have connectivity to the City’s Intranet. All other features and functions will remain available.

There are some things you may need to do to transition your mobile device to the cloud:

• Blackberry users may need to have their device wiped (cleared).
  
• Blackberry users who have stored pictures and files on their devices should remove the SIM card and reinsert it after the device has been returned to service.
  
• Other users with City devices should automatically sync with the new services with no user intervention.
  

Users needing to configure their devices to sync with the new Office 365 services should try the following:

• Domain: not needed (if city is populated, no need to remove)

7. We use personal shared folders in out department. Will there be any changes to this functionality?

Yes. Some departments using personal shared folders will not have the same functionality. Unfortunately, newer versions of Exchange both in the cloud and on the City’s premise do not support this functionality. We will be working with each department that uses this functionality to find alternative solutions.

8. Will there be any impact on our distribution lists?

Distribution lists will remain the same. However, we encourage departments to clean up their current distribution lists by notifying IT of addresses that should be removed and also by notifying IT of outdated lists that should be eliminated.

Some current distribution lists include both external and internal e-mail users. Wherever possible, these distribution lists should be locked down to only City employees to reduce the risk of spam and the possibility of misinformation going outside our network. We encourage departments to review their distribution lists closely and to identify all that can be locked down to City employees only.

Users should also select the distribution list from the Address Book. There will be some title changes to distribution lists as we migrate to Office 365. Currently, some distribution lists use Hampton.com in their address. These will be changed to Hampton.gov. Selecting the distribution list from the address book versus typing it in will ensure you select the correct name.

9. Will there be changes to the Address Book?

The City’s Address Book will remain essentially the same with the ability to look up City employee e-mails. However, the City will be making changes to the school employees within the City address book. The school employee list will only have the most frequently used e-mail addresses in order to make searching and choosing more efficient. If you need to have ready access to school employee e-mails you can add them to your personal contacts list or contact IT and let us know who needs to be added.

Outdoor Special Events Permits

1. Do I need a Special Event Permit?

Outdoor events located on public property, and some events located on private property, require a special event permit when they meet certain criteria.

YES, for any announced gathering held outdoors on city property (City Scale 500+) whenever any of the following criteria are met:
(a) Attendance is expected to exceed 250 people at any one point in time;
(b) Public street or other public right-of-way closure will be required;
(c) Live entertainment, mobile vendors, or alcoholic beverages will be provided; or
(d) Admission will be charged.

YES, for any announced gathering held outdoors not on city property (City Scale 250-499) whenever any of the following criteria are met:
(a) Attendance is expected to exceed 250 people at any one point in time;
(b) Public street or other public right-of-way closure will be required;
(c) Mobile vendors will be provided; or
(d) Admission will be charged.

YES, for any announced gathering held outdoors on city property (Neighborhood Scale) where all of the following criteria are met:
(a) Attendance is not expected to exceed 250 people total;
(b) No mobile vendors or alcoholic beverages will be provided;
(c) Admission will not be charged;
(d) No public streets or other public rights-of-way are required to be closed; and
(e) The event will be held on city property identified on the Neighborhood-Scale Public Special Event Map.

Events exempt from special event permitting include:
(a) Normal and customary use of City of Hampton owned or leased outdoor recreational facilities
(b) Rentals of city parks, including park shelters, but only if none of the City-Scale Public Special Event Criteria are met.
(c) Customary and regularly scheduled public school, private school, or college/university activities taking place on the school or college/university’s property, unless the event requires closure of a public street or other public right-of-way, or use of additional City of Hampton staff.
(d) Normal and customary events taking place at open-air venues permitted by the City of Hampton zoning ordinance when the event will not exceed the capacity permitted by the certificate of occupancy.

2. What if I miss the submittal deadline or want to plan an event at the last minute?

The ordinance specifies City Scale Special Event Permits with more than 500 people must be submitted at least 90 days prior to an event, City Scale Special Event Permits with fewer than 500 people must be submitted at least 60 days prior to an event, and Neighborhood Scale Special Event Permits must be submitted at least 30 days prior to an event. Submission of a special event permit application after the submittal deadline constitutes grounds for denial of the special event permit, and the special event coordinator may return the application without further review.

3. What is application review based upon?

Application review criteria is standardized for each application to ensure a fair and consistent review. Many departments review for compliance with specific codes and ordinances (please see the Applications and Special Event Guidebook for help completing your application). Review is based upon the following criteria:

(1) The proposed event will not unreasonably interfere with the normal use of city property by the city or the general public;
(2) The proposed event does not present a safety or health risk to participants, spectators, the general public, or an environmental hazard;
(3) The proposed event is compatible with the surrounding area or neighborhood in consideration of anticipated noise, traffic, crowd capacity, and other similar factors;
(4) City resources necessary to support the proposed activity are reasonably available; and
(5) The special event coordinator has received all licenses, fees, approvals, and materials required by this article within five (5) calendar days of the proposed event date.

4. How many events may I host each year?

You can host an unlimited number of events so long as they are properly reviewed and permitted. If the events are substantially similar in nature (such as a recurring farmer’s market or a concert series), it is possible to apply for a recurring event permit with a duration of up to one year.

5. What happens if I don’t get a permit for my event?

It is important to properly permit your event in order to ensure the safety of the public and to allow the City to allocate emergency services personnel to your event, if necessary. A written violation will be issued to the event organizer and property owner the first time an event is held without obtaining a permit, and each will be disqualified from applying for a special event permit for 18 months from the date of the violation. Each following violation will additionally be punishable with a misdemeanor and a fine of up to $500.00.

Parks & Recreation - Sandy Bottom Nature Park

1. Can I drive my car to the camp grounds to unload my camping stuff?

No. All campsites are off trails and all items need to be brought in by foot.

2. Does Sandy Bottom offer camping?

Yes. We have 9 individual campsites as a first come first serve. We also have 2 group sites and 4 yurts which can be reserved by stopping by the Nature Center and to make the reservation, fill out an agreement and make payment. See web address for pricing information.

3. Does the park provide wood for the campers?

Firewood is provided for campers in the Yurts.

4. Are campfires allowed?

Yes. All fires need to be out by 10 p.m. per city ordinance. There is a no-burn law in the commonwealth from Feb. 15 - April 30. This law prohibits burning before 4 p.m.

5. What if I have a fire during the Burn Law?

A violation of this law is a Class 3 misdemeanor punishable by up to a $500 fine. In addition to the criminal violation, those who allow a fire to escape are liable for the cost of suppressing the fire as well as any damage caused to others’ property.

6. Where did the animals in the Wildlife Education Area come from?

All the wildlife in the Wildlife Education Area is non-releasable. This means for some reason they could not be released back into the wild. Most of the wildlife were injured at one time or "kid napped" out of the wild and imprinted. No wild animal makes a good pet and is illegal.

7. Are personal water craft allowed in the lakes?

Only kayak and canoes are allowed and you must have permit issued from the park. Stop by the Nature Center during business hours to fill out a permit and be issued a permit sticker. The permit expired December 31 of each year. The permit cost is $35 up until August when it is prorated to $15.

8. Are you allowed to ride bikes on the trails?

Bikes are allowed expect for two trails, Osprey Point Trail and Wood Duck Trail.

9. Can I take the fish I catch home?

All fish except Largemouth bass. This is a regulation from the Virginia Department of Game and Inland Fisheries.

10. Is fishing allowed from the shoreline?

There is no shoreline fishing. This is to reduce shoreline erosion.

11. Is SBNP is state park?

No. SBNP is a local government park.

12. How do I get a job at SBNP?

Announcement can by found on-line, flyers at the park, and on SBNP Facebook page. All application must be submitted on-line through the HIRE system.

13. What activities can I make a reservation for?

Reservations can be made for the Conference Room, Indoor and Outdoor Classrooms, all Shelters, Amphitheater, Gazebo, and Yurts. To make reservations by stopping by the Nature Center and to make the reservation, fill out an agreement and make payment. See web address for pricing information.

14. How far in advance can I make reservations?

Reservation booking starts on the first Monday of each year. We recommend to reserve as soon as you can as certain dates book up fast. There is no phone reservations. 15. Can my dog go into the bark park?

The bark park is a member only area. You may purchase a membership by filling out the proper paperwork with shot documents at the Nature Center. Cost is $10 for one dog and $5 for each additional dog. Membership is good for one year from date of purchase.

16. What is required for my dog to go into the bark park?

Application must be filled out. Dog must be up-to-date on shots: Bordetella, Distemper, Parvorvirus, and Rabies. Your dog must also obtain a license from the city or county in which you live.

17. When is the bark park open?

The bark park is open when the park is open. If the staff needs to close the bark park down for maintenance it will be posed in advance.

18. When is the park open?

The park is open from sunrise to sunset 7 days a week. Park is closed on Christmas.

19. When is the Nature Center open?

The Nature Center is open 9 AM-4:30 PM October-April and 9 AM-6 PM May-September. It is open Monday - Sunday. The center is closed Thanksgiving and Christmas.

There is no alcohol allowed in the park. This is a misdemeanor under City Code and a summons will be issued.

21. Does is cost to go into the Nature Center?

There is no cost to enter the Nature Center. There are restrooms, a water fountain, and exhibits.

22. Is my dog allowed to be off the leash?

All dogs must be on a leash while in the park except for the bark park.

23. Are dogs allowed at the park?

Dogs are allowed in the park as long as they are on a leash except while in the membership only bark park. Dogs are also welcomed in the Nature Center.

24. Why is my child not allowed in the bark park?

Children under 12 are not allowed to be in the bark park for safety reasons.

25. Can I drive to the fishing pier to drop off my equipement?

No. The fishing pier is located off a trail.

26. Can I bring a motor to put on a rented jon boat?

Only electric trolling motors are allowed on the rented jon boats. We do not provide those.

27. Do you rent bicycles?

From your house or business phone, your address will determine which Emergency Communication Center you reach. Calling from a cell phone makes a difference. Cell phones are not associated with a specific address so we do not immediately know where you are. They transmit to the nearest cellular tower and from there to the pre-designated Emergency Communication Center.

• You may reach an Emergency Communication Center that is not in the city you are in. If this happens you will be transferred to the proper Emergency Communication Center.
• If you are calling from a cell phone, your call may be disconnected if the signal is lost. Be sure to call back if you are cut off.
• When calling 9-1-1 on a cell phone, be sure to stop if you are in a moving vehicle. It is difficult to obtain all the information needed if you are getting further from the emergency

Special Note: Even deactivated cell phones can dial 9-1-1. It is especially important that if you give a child an old phone to play with as a toy, that you remove the battery prior to doing so. If you don't, the child will inadvertently dial 9-1-1, tying up the emergency lines.

It all depends on the location of the graffiti. If the graffiti is in the city right of way, a bridge, overpass, street or sidewalk the Streets Division will remove it. 6. Why can I fish from some bridges and not from others?

Some bridges the sidewalks are not wide enough for pedestrians to walk by fishermen safely and avoid traffic. On other bridges there is simply no safe place to fish and be out of the way of vehicle traffic.

Bridges that get badly soiled from fishing waste, seagull and pigeon droppings or other materials are cleaned as needed.

No, because the collection claw will tear the bags and make a mess on your property. Loose bulk should be boxed up in a cardboard box for collection by the bulk truck.

7. Why can't I put out windows, doors with glass, window panes or glass shower doors out for collection?

The bulk collection truck will break the glass with the claw and create a hazard to the public. Put glass in a cardboard box and put it into your regular garbage container for collection. Any Hampton resident can take windows, doors with glass, window panes or glass shower doors to the landfill for disposal.

8. Can I put building materials out for bulk trash collection?

No, city ordinance prohibits the collection of building materials. Contractors are responsible for proper disposal of building materials from their work. Hampton residents can, with a building permit, dispose of up to 10 pick-up truck loads of building materials at the landfill.

All Freon and other refrigerants must be removed from these items before collection by you or a certified contractor. This requirement is part of the federal Clean Air Act and carries stiff penalties if violated.

14. Where is the city landfill?

The city landfill is located on North Park Lane off Big Bethel Road near TNCC. It is open to the citizens of Hampton for the disposal of bulky trash. Building materials may only be disposed of at the landfill with a valid building permit issued by the City of Hampton. The hours of operation are from 7 a.m. to 4 p.m. Monday through Friday and from 7:30 a.m. to 12 p.m. on Saturday with the landfill being closed on Sundays. Serious "ponding" of water in the curb and gutter of 2 inches or more; a difference in elevation between two sections of curb and gutter of 2 inches or more; or curb and gutter that is causing damage to the adjoining roadway, CDI or catch basin, should be replaced.

No, raking leaves into the ditches or curb drop inlets (CDIs) in the street is a major cause of flooding during rain storms. 3. Does Hampton have the leaf vacuum system like some other cities?

No, we only take leaves that are in clear bags for collection. The vacuum system is very costly in machinery and maintenance.

Main roads take priority in a situation of flooding. Arterial streets are then checked followed by residential neighborhoods. Backyard flooding is checked as soon as possible, but is lowest priority.

3. If my neighborhood floods can I assume it is from a blockage in the drainage system?

Not always, heavy rains are going to cause some flooding. We ask that you be patient and let the flooding subside and drain normally. A major storm such as Hurricane Floyd was an example of when Newmarket Creek could not handle the incoming water volume so major flooding occurred.

4. If our drainage system is maintained and in good working condition, why does it flood in Hampton?

The drainage system is designed to handle normal amounts of rainfall during the year. Torrential rains, hurricanes, or northeasters are going to cause minor to major problems depending on the severity of the storm. Also, remember that our city is relatively flat so drainage is a problem under abnormal conditions.

5. Is there anything that can be done to stop flooding and stoppages in the drainage system?

The city is continually looking at ways to improve the drainage system. Costs are very high, there are property issues to deal with, and none of us wants to pay higher taxes in order to fund improvements unless we are directly affected by flooding. Constant maintenance of the system is the most cost effective way to insure major problems are avoided as much as possible.

6. What do drainage crews do to prepare for heavy rains if they are forecast?

Drainage personnel have the city divided into six sections which are monitored by teams running routes to check for known problem areas. When heavy rain is forecast, these routes are run prior to the storm's arrival. 1. What does the City of Hampton do to control mosquitoes?

The Department of Environmental Services uses an Integrated Pest Management (IPM) approach to mosquito control. This approach utilizes many methods to reduce pest populations to acceptable levels. The city employs a team that looks for mosquito breeding habitats and uses environmentally friendly pesticides with any water where mosquitoes are found breeding that cannot be dumped. Surveillance is done throughout the year to gather population levels in order to focus control efforts in specific areas. In extreme cases of mosquito population levels, truck-mounted ULV sprays are performed after dusk to reduce mosquito numbers while keeping beneficial insect levels safe.

2. Are mosquitoes a major concern in Hampton?

While mosquito-borne disease cases in Hampton are generally low, mosquito-borne viruses such as West Nile Virus and Eastern Equine Encephalitis are endemic to this area. The Dog heartworm parasite (Dirofilaria immitis) is endemic throughout our region. The parasite is usually attributed to dogs, but can affect other mammals such as cats, foxes, ferrets and, in extremely rare cases, humans. If you have pets that live or spend much time outside they should be treated with heartworm prevention medicine, carried by veterinarians. Pets should also be given mosquito, tick and flea medicine on a regular basis to reduce the risk of your pet contracting West Nile Virus or Eastern Equine Encephalitis. There is currently a horse vaccine for encephalitis, and owners should contact their local veterinarian for information.

5. What are some of the other pest problems here in Hampton?

Hampton is home to more than 35 different species of mosquitoes; several species of biting flies (Horse Fly, Deer Fly, Beach Fly etc.); ticks (Lone Star, Blacklegged Deer, Gulf Coast and American Dog); venomous spiders (the Black Widow and Brown Recluse), stinging pests (Yellow Jackets, European Hornets, Paper Wasp etc.); subterranean and powderpost termites; several ant species (Pavement, Pharaoh, Carpenter, Yellow, Fire etc.); three venomous snakes (Copperhead, Cottonmouth and Canebrake rattlesnake); rats and mice (Norway, Roof, Field and White footed). As with spiders, snakes need habitat to hunt, feed, and to hide from predators. Tall grass, woodpiles, unkempt landscapes, organic and inorganic debris offer the safety and structure that snakes require. Keeping your property clean and orderly helps greatly. Another way to eliminate snakes is to eliminate their food source. if you have bird feeders, for example, they attracts birds and birds attract snakes that will feed off the bird eggs or the birds themselves. There are several safe products on the market to eliminate wasps and hornets from around the home. Always read the directions and have an escape route planned ahead of any application. If a person has a history of allergic reactions to stinging insects, call an exterminator to avoid potential health risks.

Typically if you don't own a pet, ticks won’t be too problematic. If pets are owned, keeping them updated on tick and flea prevention will help immensely. If a property is located in a suburban setting ticks will be more prolific due to wild animals such as deer and small mammals. Always apply the product at night when the insect is "home". Never use gasoline, kerosene, oil, or any other flammable liquids to control pests due to the danger to you and the potential of groundwater contamination.

3. How can I help make sure that snakes will not want to live in my yard?

Simply eliminate the areas that they would want to live in. Keep vegetation cut low, do not keep piles of wood or brush on your property, and remove debris and trash or other items where they can hide.

5. How can I safely remove a tick from myself or my dog?

Grasp the tick as close to the skin as possible with tweezers. Gently and steadily pull until the tick is free of the skin. Disinfect the site of the bite immediately. Do not put anything on the tick before removal, squeeze the body of the tick, break off any mouth parts, or rub the bite area before disinfecting it.

6. How will I know if I have been bitten by a Black Widow spider?

The bite may not be felt. It is followed by burning, local swelling, and redness. Two puncture points may be visible. The pain intensifies after 1 to 3 hours and may last up to 48 hours. The spider venom is neurotoxic and the pain usually progresses from the site of the bite up or down the arm or leg, finally localizing in the abdomen or back. The abdominal muscles may become rigid and board-like with severe cramps.

Other symptoms may include nausea, profuse sweating, tremors, labored breathing and speech, and vomiting. The severity of the symptoms depends on the age and sensitivity of the victim, with small children most severely affected.

7. What can I do to get rid of or control ticks in my yard?

Usually ticks are a problem because a pet dog has carried them into the yard or house. Female ticks on the animal feed, drop-off, and lay eggs. The eggs hatch and thousands of larval ticks seek a meal, usually from the dog. Controlling ticks around the house means keeping the animal free of ticks with the use of a suitable dip, dust, spray, shampoo, and a tick collar. Dogs can be de-ticked by hand, but remember to protect your fingers or use tweezers.

8. What can I do to protect myself from tick bites?

Wear light colored clothing so ticks can be seen easier, wear long sleeved shirts and long pants in an area where ticks may be, and tuck pants into socks and shirttails into pants to force the tick to walk on the outside of clothing where it can be easily seen, and removed. You can also use repellents to help keep ticks away and you should check frequently for ticks on the body and clothing, especially on children.

9. What kinds of snakes are found in Hampton?

Non-poisonous snakes like garter snakes, black rat snakes, and King snakes; poisonous snakes such as water moccasins, copperheads, and the Canebrake rattlesnake.

10. What should I do if I am bitten by a Black Widow spider?

You need to contact a physician or hospital immediately. Small children are especially vulnerable to the bite and need to be treated right away. While the bite is not considered life threatening, hospitalization may be necessary.

11. What should I do if I see a snake in my yard?

A snake is more afraid of you than you are of them. If you see a snake on your property or while out walking, leave the snake alone and it will most likely leave you alone if given the chance. A snake, like any other animal, will only bite you in self defense. With this in mind, no snake should ever be picked up unless you are familiar with the proper method of handling and can identify the poisonous ones. Snakes are also beneficial to man in many ways. Several species eat rodents and insects so snakes are an important link to the environment just like other animals.

12. What type of diseases can be transmitted from ticks to humans?

The most common tick-borne diseases in this area are Rocky Mountain Spotted Fever (RMSF) and Lyme Disease. RMSF is most often transmitted by the bite of the American dog tick and can be fatal if left untreated. Lyme Disease is transmitted through the bite of the deer tick. Untreated, Lyme Disease can cause permanent damage to joints and heart muscle. Both RMSF and Lyme Disease can be controlled with antibiotics.

2. Is it illegal to park in a handicap access parking space without a valid handicap tag?

Yes, even for just a minute to run into a business and can result in a substantial fine to the violator. Also, it is so inconsiderate to take the space from someone who has legitimate right to it.

3. What causes the most accidents at pedestrian crosswalks?

Research suggests that a crosswalk gives a pedestrian a false sense of security. They often step off of the curb expecting the vehicle to stop and the driver fails to stop, resulting in an accident. At any crosswalk, marked or unmarked, the pedestrian is responsible to be cautious and alert before crossing the street.

4. What pavement markings is the city responsible for?

The city is responsible for all roadway markings such as double yellow centerlines, roadway edge markings, intersection markings, crosswalks, stop lines, and arrows on city streets and in its rights of way.

4. What are these cracks in the street in front of my home and what causes them?

Asphalt cracking can be caused by many things. Water getting under the streets surface, oil and toxic chemicals can cause damage to the street surface. Asphalt could be getting old and reaching its life expectancy. There could also be a weak sub-base supporting the street in that particular area.

5. What can I do if I think a pothole in the road caused damage to my vehicle?

All potholes should be avoided so damage will not occur. Potholes are considered a natural occurrence and normally claims of damage are not approved unless the city had prior knowledge of the pothole. If you want to file a claim with the city for damage, you will need to contact our Risk Management Office at (757) 727-6617 so that they can investigate the claim.

6. What usually causes a pothole in the street?

Water gets below the surface of the asphalt or concrete expands and causes a pothole. This process is accelerated during the cold months and is even worse following a winter storm.

Give the call taker the exact location of the pot hole, its size, depth (if known), and whether or not the road is concrete or asphalt.

1. Can I have two recycling containers?

One container is issued per household in Hampton. Families that find they consistently have a need for a second container can call 311 and ask for one. Public Works will monitor usage and may collect and redeploy the container if it is not used consistently or correctly. 

2. Can I put extra amounts of recyclables out for collection?

No, all recycling material must be inside the container for collection. The larger size should accommodate your household needs.

3. Can I still use the small green bin to put recycling at the curb for collection?

As of November 1, 2001, we no longer use or will service the small green recycling bins, except for a few townhome areas we service. All recycling must be placed inside the new larger gray recycling container for collection. You may keep your old bin for some other use or simply dispose of it in your regular garbage container.

4. How are collections made when my scheduled collection day falls on a holiday?

If your recycling collection is scheduled on a holiday, it will be collected on the Wednesday of that week. All garbage, bulk trash, limbs, yard waste, and tires will also be collected on the Wednesday of that week. As of July 1, 2019, Solid Waste user fee rate is $13.00 per week with a discounted fee of $7.25 per week if a household recycles.  The user fee funds many solid waste services and is collected as part of your water bill every month.

9. What kind of things can I recycle?

The list of items you can put in your household recycling bin is: Metal food and beverage cans, aluminum cans, pie pans, foil; all colors of glass bottles and jars; all kinds of cardboard (single-ply, corrugated, waxed, clean pizza boxes, egg cartons); paper, mail, newspapers & inserts, computer & office paper, magazines, catalogs, brown paper bags, and phone books; No. 1 and No. 2 plastic; caps and lids (may be attached or unattached, all contents must be emptied). Please flatten cardboard to save space in the container, and make sure all your recyclables are loose in the container and not bagged. Materials should be clean.

Hampton’s curbside recycling program does not accept any plastic bags for recycling including newspaper plastic bags. However, most area grocery stores have collection bins that accept grocery store style plastic bags for recycling. We recommend you dispose of any plastic bags you cannot drop-off for recycling in your regular garbage.

10. What things are not allowed in my recycling container?

We do not accept food remains of any kind, needles or syringes, styrofoam and plastic bags, paint cans, aerosol cans, coat hangers, light bulbs, window glass, lids from cans or jars, butter tubs or other "oily" containers, baby diapers, microwave food trays, containers marked "poison," and metal cans lined with plastic. There are processing problems with these materials and markets do not exist for recycling some of these items.

Hampton’s curbside recycling program does not accept any plastic bags for recycling including newspaper plastic bags. However, most area grocery stores have collection bins that accept grocery store style plastic bags for recycling. We recommend you dispose of any plastic bags you cannot drop-off for recycling in your regular garbage.

11. When can I put my recycling container out for collection?

All items for collection can be placed curbside as early as 3 p.m. the day before your scheduled collection. You will need to take your recycling and garbage containers off the curb by midnight the day after your scheduled collection day to keep your neighborhood looking good.

12. Where can I recycle old computer monitors, hard-drives, servers, printers, fax machines, or other electronic equipment?

There are several places where you can donate old computers and electronic equipment for recycling in the peninsula area. Contact the 311 Call Center by dialing 3-1-1 inside Hampton or at (757) 727-8311 outside the city limits for information on recycling these items. The call center is available seven days a week to assist you.

13. Where can I take items to recycle if I live in an apartment or do not have city collection service?

You can drop off accepted recycling items at the Yard Waste Site at 98 North Park Lane, 757-727-8311, inside Bethel Landfill. The Tidewater Fibre recycling plant at 5602 Chestnut Avenue will also accept these items between 7 a.m. and 3:30 p.m., Monday through Friday. Their telephone number is 757-247-5766.

14. Who owns my recycling container?

All recycling and garbage containers issued at no charge by the city are the property of the City of Hampton and must remain at their assigned address.

15. Why do I have to keep my paper and cardboard dry for collection?

Recycling markets are buying the paper or the cardboard from collections, not the water in them. All paper and cardboard must be kept dry for collection. The lid on the container is designed to keep the paper dry.

16. Why do I need to provide space between my recycling container and other items out for collection?

Each item is collected by a different vehicle so access to the container is necessary. Putting it too close to other items may result in damage to it or your property.

17. Why do the arrows on the recycling containers have to face the street?

Unless there are homes that front an alley, and the alley must be used to access these homes, alleys are not maintained by the city. Maintenance and repair is otherwise the responsibility of the individual homeowner.

Yes, we bait for rats on public property, in areas like storm ditches, in some park locations, and in city rights-of-ways where it has been determined that a problem exists. The city does not do any baiting on private property nor do we supply or sell rodent bait to citizens.

3. How can I get rid of or control rats in my yard?

This four step program to eliminate rodents can be effective in getting rid of rats:

• Prevent rats from entering your home by repairing openings with a material such as sheet metal or hardware cloth.
• Remove any sources of food for rats by storing food, especially pet food, in tightly sealed containers; place all garbage in an undamaged container with a lid; remove any uneaten pet food after feeding your animals; and remove all pet droppings from your yard every day.
• Remove all hiding places for rats such as piles of trash and garbage; objects stored outside, such as fire wood, should be 12 to 18 inches off the ground to prevent burrowing; and cut grass and brush to remove cover for rats and discourage their activity.
• Eliminate rats with traps placed in the runway for best results. Peanut butter, hot dogs, or bacon makes good rat bait. When using a rat poison it must be placed where it cannot be reached by children, pets, or any animals other than rats or mice. Always carefully read and follow all label directions on any rat bait or poison purchased.

4. How can I tell if there have been rats in my yard?

When a rat leaves its nest it travels the same path each time called a runway. Outdoors, the runway may appear as a trail in the grass or dirt. Indoors, the runway may show "rub marks" where oil and dirt from the fur has been left on walls or floors. Also, noises, droppings, tracks, gnaw marks, pieces of fur, and burrows are signs of rat activity.

5. If I don’t see any rats in my neighborhood, does that mean there aren’t any?

Not necessarily, rats are most active at night and will only travel about 100 feet from their nest to find food and water. They like to live close to their food source and may become accustomed to eating one type of food over any other. They especially like fresh food to eat, but can thrive on pet waste.

6. What kinds of diseases can be carried by rats?

Rats commonly live near people and are not afraid of the odor of humans. They can transmit many diseases to people including leptospirosis, salmonella, trichinosis, and rat-bite fever. The fleas on rats can carry murine typhus or plague. Rats are not known to transmit rabies.

7. What kinds of rats are normally found in Hampton?

The most common type is the Norway rat. They are usually 7 to 10 inches long not including their tail, have blunt noses, small ears and eyes, and a hairless tail that is shorter than their body.

8. Where do these rats live?

They build their nests by digging holes around foundations of buildings, in stream banks, and under piles of wood and trash. They can fit through an opening as small as 1/2 inch and can chew through many types of building materials.

The fee is set and approved by City Council each year. The fee is used for maintenance, repair, and replacement of the wastewater (sewer) system as needed.

All Hampton residents who have water service and discharge wastewater into the sewer system are charged the Sewer System Maintenance Fee. There are no exemptions or reductions to the fee due to age, income, or disability.

3. How much is the current Sewer User Fee?

Currently the Sewer User Fee, or Sewer System Maintenance Fee, is $1.48 per 100 cubic feet (HCF) of water consumption at your home or business. It is based upon the water consumption at your location and is billed every other month as part of your water bill.

4. What is the DEQ Wastewater Consent Order?

The DEQ Consent Order is a special order issued under the Code of Virginia section 62.1-44.15(8a) to resolve certain violations of environmental laws and regulations between the State Water Control Board, Hampton Roads Sanitation District, and the City of Hampton.

5. What is the Wastewater Division's plan for major sewer work and improvements in the near future?

The Wastewater Division has a strategic plan developed for the 2005-2009 time period.

The city will only replace sections of sidewalk like that if they pose a safety risk to pedestrians and the scaling is 1.5 inches or deeper. Lightly scaled sections of sidewalk need not be repaired or replaced.

4. Who takes care of sidewalk repairs on private property, in shopping centers, or at business locations?

The individual property management company or the owner of the property would be responsible for these repairs or replacement.

If the sidewalk is on grade (level) and does not present a tripping or safety hazard the city does not replace it.

If the sidewalk is raised between 0.5 and 1 inch, the city will grind the raised portion down to eliminate the tripping hazard. Sidewalks that are raised 1.5 to 2 inches will be removed and replaced by the concrete crew. The supervisor will also have a temporary asphalt patch put in place until the repair work can be scheduled to help minimize the safety hazard.

8. Will the city replace the sidewalk around the curb drop inlet (CDI or catch basin) where the water drains in the street?

If the sidewalk has dropped enough to be a safety hazard, or it is stopping the drainage flow, the city would replace it with the proper ties to the CDI or catch basin.

A blowup is a section of road or street that is severely off-grade (unlevel). The concrete slab or road section is either raised or sunken at the spot of the damage. It can interfere with the safe passage of traffic and cyclists at the damaged point.

Currently, it is $129.96 per year for a residential property. The average Equivalent Residential Unit (ERU) is 2,429 square feet of property space. A commercial property equal to 10 ERUs would pay $1,229.60 per year for their stormwater fee.

The stormwater fee is collected along with your real estate property tax bill due in June and December of each year. The fee is charged to the owner of the property and passed on to renters by the landlord.

Street lights on school property are maintained by the Hampton School system and the Parks Department maintains and repairs lights in their park areas.

No, leaves and grass are only collected by Solid Waste in clear plastic bags. Sweeping leaves and grass into the street is a violation of the city ordinance, can cause flooding if the curb and gutter gets blocked, and is unsightly in the neighborhood.

2. Do I call for a street sweeper if there is debris in the street?

Debris in the street falls into two categories depending on what is there. Small debris like nails, glass, rocks, dirt, sand, and small debris from an auto accident is handled by the sweepers. Large debris such as mattresses, boxes, bags, building materials, and other large items have to be collected by Solid Waste with a bulk trash truck.

3. Does the city sweep parking lots?

The city will only sweep city owned parking lots. All private parking lots, private streets, shopping centers, and commercial or business properties are swept by private companies.

If your scheduled sweeping day falls on a holiday, your street will be swept on the Friday of that week.

6. How should I prepare to have the area in front of my house swept?

Make sure that your garbage can, recycling bin, any vehicles you have, basketball goals, bulk trash, bags of leaves, or other items are not in the street so that the sweeper can sweep all the way to the curb. Items can be damaged if left in the street and the sweeper operator cannot do a complete job sweeping around these items.

7. What if my scheduled sweeping day falls on a day when severe weather like a hurricane or snow storm occurs?

Street sweeping is suspended on days when severe weather occurs. If we are unable to sweep your street due to the weather we do not make up the missed day but simply sweep your street the following month.

8. Which streets are swept in the street sweeping program?

All arterial and residential streets that have curb and gutter are swept once a month. Streets without curb and gutter are not swept in the program nor are private streets.

The City of Hampton and the Virginia Department of Transportation (VDOT) have recently completed a nine-million dollar project to upgrade the traffic signal system by connecting all signals to a central computer. The project also included installation of 14 closed circuit television cameras with additional cameras planned in the next few years.

2. Can I be assured of a safe crossing if I follow the pedestrian signals?

The pedestrian signal assigns your legal rights in the intersection, but you must always be cautious when crossing any intersection.

3. Do I need to activate the pedestrian signal or can I just wait for the light to change?

The pedestrian signal at the intersection is timed for vehicle traffic, not walking traffic. If there is a button to push to activate the pedestrian crossing signal, you would need to activate it and wait for it to indicate a safe crossing.

4. How are the signals timed and why do I have to wait so long for the green light?

The goal is to get the greatest number of vehicles through the system with the fewest stops in a comfortable manner. The busiest traffic movement takes priority and the longest master cycle in most systems is 120 seconds.

5. How is it determined that a traffic signal is needed at a location?

As traffic volumes increase beyond the capacity of "Stop" signs a traffic signal is considered. Before a signal can be installed a review of both the vehicle and pedestrian traffic is made; the need to provide traffic interruption; special consideration such as curves; and the accident history or proximity of the intersection to a school. Following the traffic study a decision is made to install or not install the signal.

6. How much does it cost to install a new traffic signal?

Traffic signals are a very costly investment. Typically, a signal can cost $250,000 for the traffic controller, the signal heads, vehicle detectors, signal poles and supports, and the signal preemption (Opticom) equipment. At this cost, careful consideration is necessary before installing new signals.

7. How should I drive if a traffic signal is not operating properly or is out altogether?

At a flashing red light you must stop, yield to oncoming traffic or pedestrians, and proceed when the way is clear. At a flashing yellow light, slow down and proceed with caution. When a signal is completely dark, due to power loss, the light serves to function the same way as a 4-way stop controlled intersection and drivers must stop before entering the intersection.

8. What is the Opticom system for the traffic signals in Hampton?

The Opticom system allows Fire and EMS vehicles to control the green light in order to provide a speedy response and protect the driving public. There are currently over 100 intersections using the system.

Pedestrian signals are installed at intersections where there is a high volume of foot traffic or the traffic signals directing motorists don't meet the needs of pedestrians.

11. Why do we need so many traffic signals on our roadways?

Traffic signals offer the maximum control at busy intersections. When timed properly they maximize the traffic handling capacity at an intersection. They also improve the safety for both vehicle and pedestrian traffic.

12. Why don't traffic signals have a left turn arrow all of the time?

In areas where a left turn can be made safely without the aid of a left turn arrow, motorists do not have to wait for the left arrow and can save time in hours of lower traffic volume. During peak hours they still have the leading left arrow for turning safely.

13. Wouldn't pedestrian signals make all intersections safer?

A pedestrian signal does not always improve the safety of walkers at the intersection. Motorists and pedestrians need to use extreme caution when they meet at any intersection. Also, pedestrian signals are costly to purchase, install, operate, and maintain.

14. Who repairs and maintains the school zone warning lights?

Traffic Operations maintains those signs and lights. To report a school zone light-out you can contact the Hampton Customer Call Center at 3-1-1.

1. Are speed bumps an effective way to slow traffic?

Speed bumps do not significantly reduce speed once the vehicle has left the speed bump. Speed bumps also present a potential hazard to vehicles including bicyclists, motorcyclists, emergency vehicles, and can jolt both vehicle and passengers. For these reasons the City of Hampton does not use speed bumps on public streets.

2. Can I get a "Children at Play" sign put up for in my neighborhood?

"Children at Play" signs tend to create a false sense of security for parents and children. The use of "Children at Play" and "Slow" signs have long been discouraged since these signs are a suggestion to small children that playing in, or beside, the roadway is okay. The City of Hampton does not install these types of signs on city streets.

3. Can I get a speed limit sign in my neighborhood or have an existing speed limit raised or lowered?

A widely held misconception is that speed limit signs slow traffic in neighborhoods. Most drivers drive at a speed they consider comfortable regardless of the posted speed limit. Traffic Engineering will look at each request on a case by case basis. To request a review please submit a service request or call 3-1-1.

4. Can I get a speed limit sign lower than 25 mph put up in my neighborhood?

No, the unposted speed limit in residential areas is automatically 25 mph. The city cannot post lower speed limit signs as such signs are considered a "speed trap," making enforcement illegal.

5. Can I have a "No Trucks" sign posted on my street?

The city will only install such signs in areas where there is a documented large volume of heavy truck traffic that does not have a legitimate reason to use the street. Installation is done only after an engineering study is done in the area.

6. Can stop signs be used to control speed in my neighborhood?

Stop signs are used to assign right-of-way at an intersection, not to control speed. If you believe speeding is an issue in your neighborhood, contact the Police Department at (757) 727-6111 for additional enforcement.

7. How can I get a sign for reserved parking for the handicapped installed?

The requests should be made by visiting the Department of Public Works Traffic Operations Division located at 550 N. Back River Rd. between the hours of 7 a.m. –  3:30 p.m. or by mail by completing the Handicap Parking Application form.

Applications can be mailed to you and must be renewed each year. The request must include:

• Documentation of a DMV handicap license plate or certificate
• A doctor's certification that the disability affects the applicant’s ability to walk a significant distance
• A certification as to the length of the disability if not permanent

An overflow in a sewer line normally occurs from a manhole in the street. A sewer manhole is normally in the middle of the road and is the access point to the main sewer line. Overflowing sewer manholes need to be reported to the Customer Call Center at 3-1-1 immediately.

4. What causes the manhole to overflow?

Manholes normally overflow during periods of heavy rain when excess water gets into the sewer system or when the main line gets stopped up. City Wastewater crews are putting liners in all sewer manholes to control the flow of excess water into the system. Normal sewer function does not cause manholes to overflow. Please report any sewer overflow right away to the Customer Call Center at 3-1-1.

5. How would I know if the overflow was from a sewer manhole or from a drainage manhole?

Sewer manholes are normally found in the middle of the street and drainage manholes are close to the curb. A sewer overflow would be dirty in color and have an odor while a drainage overflow might not. Report any overflow to the city for us to investigate.

6. Can I have an overflow from the sewer pipe in my yard?

Overflowing sewage in your yard from your line is due to a stoppage in the line. The overflow will probably be coming from the clean-out on your sewer line. You can contact us between 7 a.m. and 11 p.m. and we will respond and investigate the problem.

7. Does an overflow of the sewer system pose a health risk to me?

Anytime raw sewage is overflowing caution needs to be taken to keep people and pets out of the waste. When city crews respond they will assess the risk and take all appropriate steps to ensure the public safety.

8. What do I do if there is not an overflow or a stoppage, but I smell a sewer odor?

We ask that you report any odor or smell you suspect is sewage to the Customer Call Center at 3-1-1. We will investigate and take any corrective action necessary.

9. Who do I call to get a manhole cover or a clean-out cap repaired or replaced?

1. What is SAGE HAMPTON?

SAGE HAMPTON is a donation funded program managed by the Hampton Neighborhood Development Partnership. It’s designed to beautify the local streetscape, filter stormwater, boost community
pride and appreciation, and facilitate future economic development by creating a more inviting roadway environment. The SAGE program is built on 20 years of proven success and experience.

2. Where did SAGE begin?

LEAF (the Lynchburg Expressway Appearance Fund), is the founder of the SAGE Program. In early 1990, Proctor Harvey of Harvey Design Land Architects was approached about solving an eyesore in
Lynchburg. The problem was the Lynchburg Expressway, a 10-mile stretch of 55 mph, four-lane highway. People tended to drive through this dreary corridor as quickly as possible; it was a typical inner city highway. The answer evolved into what is now known as the SAGE Program which is approved by the State of Virginia.

3. Where is the funding for a SAGE HAMPTON Program derived?

The program is funded by local businesses and special interest groups (such as garden clubs) wishing to invest in the aesthetic improvements of local streets and roads, and improve stormwater quality. The development cost for the SAGE HAMPTON project has been funded by a technical assistance grant through the National Fish and Wildlife Foundation (NFWF).

4. How will Hampton benefit from the program?

In many ways! The first thing residents will notice is the visual improvement of the streetscape. By adding gardens, the normal look or “plain-ness” of a typical highway corridor will be softened. The local
residents begin to take pride in the appearance of their enhanced roadways. 4. Personal Property Taxes - When are personal property taxes due?

• Personal property taxes are billed on a calendar year basis and are due on June 5th and December 5th of each year.


• The taxes due June 5th cover the taxable period of January 1st through June 30th.  The tax bills are mailed on the last Friday in April of each year.


• The taxes due December 5th cover the taxable period of July 1st through December 31st. The tax bills are mailed on the last Friday in October of each year.


• Supplemental bills will be issued when a taxable personal property item is added to the tax rolls after the cutoff date for the regular billing periods.  Bills are mailed within 30 days of the due date and will be due on the 5th day of the month.


• In accordance with the Virginia Code, the Treasurer’s Office utilizes the United States Postal Service postmark to determine if a payment is received on time.  Payments received or postmarked on or before midnight of the due date will be considered on time. 


• Late payments will be assessed a 10% penalty. Interest will begin to accrue on January 1st at a rate of 9.6% per year.  Accounts that are not paid in full within 30 days of a delinquent notice will be assessed a $30.00 administrative fee and will be subject to collection action and additional fees.

• Beginning in 2016, Hampton City Code requires the owner of a privately owned motorized boat or watercraft used for recreational purposes only and privately owned non-motorized pleasure boats used for recreational purpose only to pay an annual license fee on or before December 5th of the proceeding license year, or within 10 days of purchase, or within 30 days of moving the situs of the boat to the city, whichever is sooner.

25. Real Estate Taxes - How is my mortgage company notified when taxes are due?

• The Treasurer’s Office corresponds with mortgage companies prior to each billing cycle.  Each mortgage company is then responsible for providing the Treasurer’s Office with a listing of all properties on which they intend to pay the real estate taxes.  The real estate tax amount is provided to the mortgage company for the requested properties.  Most mortgage companies wire the tax payment to the Treasurer’s Office.  Monies received by wire are normally posted to the real estate accounts approximately two weeks prior to the due date.
  


• Most mortgage companies will also pay storm water fees, business improvement taxes (BID) and other taxes and fees that are listed on the real estate tax bill.  It is the responsibility of the property owner to check with their mortgage company to ensure all items billed will be paid by them.

26. Real Estate Taxes - What if I have a mortgage company but received a tax bill?

• Because the property owner is responsible for ensuring the taxes on their property are paid, a bill is mailed to every property owner during each billing cycle.
  


• If a mortgage company requested your bill for payment the following note will be located in the lower left hand corner of the bill you received.
  


• “A mortgage company has requested your real estate bill for payment.  If you have an escrow account with a mortgage company and they pay the total balance for you, you may keep this statement for your records.”
  


• If the bill you received does not contain the mortgage company statement you should contact your mortgage company.

30. Payment Methods - How can I make a tax payment?

• Payment can be made by mail, in person, by dropbox or online.
• When paying by mail, please make checks and money orders payable to the Hampton City Treasurer and mail to P.O. Box 638, Hampton, VA 23669. 
• The Treasurer’s Office is located at 1 Franklin Street in the Ruppert Leon Sargent Memorial building in Downtown Hampton.  
• Office hours are Monday through Friday, 8:30 a.m. to 4:30 p.m.
• In-person, we accept payment by cash, money order, check, credit card (Visa, MasterCard, American Express and Discover) and debit cards that have a Visa or MasterCard logo.  Payment by credit or debit card will be assessed at a 1.25% convenience fee.
• We do not accept rolled coins as a form of payment.
• Payments received or postmarked by midnight of the due date will be considered as on time. All late payments will be assessed penalty, interest and fees in accordance with the Virginia Code.
• Payments received from a banking institutions’ online banking service must be received in the Treasurer’s Office on or before the due date. Contact your banking institution to determine the processing time required to ensure your payment is received on time. 
• The Treasurer’s Office drop box is located at the entrance of the Ruppert Leon Sargent Memorial building on the corner of Franklin Street and Queens Way. Please make checks and money orders payable to the Hampton City Treasurer. Payments placed in the drop box up until midnight of the due date will be considered as on time.
• Payments by check or by Visa, Mastercard, American Express or Discover can be made online. A convenience fee of $1.00 will be assessed for payment by check and a fee of $1.00 plus 1.25% of the total transaction will be assessed for all online credit card payments. Payments with a time stamp up to midnight of the due date will be considered as on time. 

31. Payment Methods - Why do I pay a convenience fee for credit/debit card payments?

• All merchants who accept credit/debit cards pay a fee to do so. In a retail or service environment, the merchant can absorb the fees in the cost of goods or services.


• Treasurer’s Offices in Virginia do not have the ability to absorb the fees through the cost of goods or services. 


• State law and credit card acceptance rules allow a government agency to pass the fee to the customer for tax related payments.


• Due to the demand for credit/debit card acceptance, the Treasurer’s Office offers the ability to pay by credit/debit card and passes the associated fees to only those customers who chose this payment option.


• The $1.00 fee for online payments is paid directly to the vendor who provides the Treasurer’s Office secure online payment site.  

32. Payment Methods - What if I was notified by my bank that my check was returned for insufficient funds etc..?

• A $35.00 returned check fee is assessed on all personal and business checks that are returned for any reason. 


• A $6.00 returned check fee is assessed on all online checks that are returned for any reason.


• When a returned check is received, the payment associated with the check will be reversed and any applicable penalty, interest, and fees will be due by the account holder.


• The Treasurer’s Office will send notice to the account holder. If payment in full is not received within 30 days, collection action may be taken.


• The Treasurer’s Office has the right to refuse payment by check for up to five (5) years.

33. Delinquent Collections - What if I am delinquent?

• The Treasurer’s Office mails personal property and real estate delinquent notices in January and July time frame each year.


• All accounts that are not paid in full within 30 days of the delinquent notice mailing will be assessed a $30.00 administrative fee and will be subject to collection action.


• In accordance with the Virginia Code, the Treasurer’s Office utilizes several methods for the collection of delinquent taxes and fees owed to the City of Hampton. 


• Collection action may include but is not limited to a 100% lien of your wages or bank account, distress of property, withholding of your state income tax refund or vehicle registration renewal with the Division of Motor Vehicles.


• Payment by cash, money order, cashier’s check or credit card is required for an immediate release of any collection action that has been taken.


• Payment by check, in person, by mail, or online will require a 10-day hold prior to the release of any collection action that has been taken.

34. Delinquent Collections - What if I received a Notice of Lien and Demand for Payment?

• The Virginia Code gives the Treasurer the authority to take collection action without first obtaining a judgment. A Notice of Lien and Demand for Payment can be issued to any third party that has in their possession monies belonging to or owed to the debtor such as wages, bank accounts, rent, etc…


• The notice you received is a copy of the Notice of Lien and Demand for Payment that has already been mailed and/or faxed to your employer, banking institution or other third party as indicated on the notice.


• In accordance with §58.1-3952 of the Virginia Code the amount listed on the lien will be deducted from your disposable earnings, your bank account or by the third party at a rate of 100% until the amount owed to the City of Hampton is paid in full.


• By law, your employer, banking institution or the third party, is required to take immediate action upon receipt of the Notice of Lien and Demand for Payment. You will need to contact your payroll department, banking institution or third party to determine when payment will be forwarded to the Treasurer’s Office.


• Your account will not be considered paid until the monies have been received and posted by our office.


• After contacting your employer, banking institution or the third party listed, if you choose to make payment directly to the Treasurer’s Office, payment must be made by cash, money order, cashier’s check or credit card for a lien release to be issued. 


• Payment by check, in person or online, will require a 10-day hold before a lien release will be issued.


• You must provide a fax number for a lien release to be faxed to your payroll department, banking institution or third party.  If a fax number is not provided, the lien release will be mailed to the address listed on the Notice of Lien and Demand for Payment. 


• A lien release could take up to 2 business days to process and will not guarantee that your employer, banking institution or the third party will be able to stop or prevent any deductions from occurring.


• Any payments received from an employer, banking institution or third party, after an account(s) has been paid in full, will be returned or refunded to the payee.

35. Delinquent Collections - What if I received a Distress Warrant on my vehicle?

• The Virginia Code gives the Treasurer the authority to take possession of goods and chattels belonging to the debtor and found within the Commonwealth of Virginia to satisfy delinquent taxes and other charges owed to the City of Hampton.


• When a vehicle has been distressed, the license plates are removed until which time the account(s) of the debtor(s) are paid in full.


• Any person who fraudulently sells, pledges, encumbers, removes, destroys, receives or secretes any property that has been distrained or levied upon, with intent to defeat such distress or levy, shall be deemed guilty of larceny thereof, which many constitute a felony under Virginia law.   


• If the account(s) are not paid in full in a timely manner, the vehicle may be towed and sold at auction. The monies from the sale of the vehicle(s) will be applied to the delinquent amount owed and other collection actions may be taken to satisfy any remaining delinquent balances.


• The Treasurer’s Office may also place a wheel lock on a vehicle(s) that has been distressed.


• In order for a distress to be lifted and for the license plates and/or vehicle(s) to be returned, all delinquent accounts owed must be paid in full by cash, money order, cashier’s check or credit card. Payments by check, in person or online, will require a 10 day hold.

36. Delinquent Collections - What if I received a notice from DMV that I have a DMV Stop?

• Under Virginia law the Treasurer can authorize the Department of Motor Vehicles (DMV) to withhold your vehicle registrations on all vehicles owned or co-owned by you until all delinquent personal property taxes and/or parking fines owed to the City of Hampton have been paid in full.
• A $25.00 DMV Stop Fee will be assessed against each vehicle owner. This fee is collected by the Treasurer’s Office and paid directly to the DMV upon release of the stop.
• In order to have a DMV Stop released immediately, payment in full must be made by cash, money order, cashier’s check or by credit card.

37. Delinquent Collections - What if I received a notice that my state income tax refund is being held?

• Under Virginia law the Treasurer can file a Debt-Set Off claim to hold your state income tax refund to satisfy delinquent taxes and/or fees owed to the City of Hampton.


• If payment in full is made within 30 days, by cash, money order, cashier’s check, or credit card, we will release the claim. Your refund should be received from the state within 10 to 14 days of the release.


• If payment in full is not received within 30 days, the Treasurer’s Office will finalize the claim, which authorizes the state to send your state income tax refund to the City of Hampton to be applied to your delinquent account(s).   


• After finalizing a claim, it may take up to 60 days for the monies to be received by the Treasurer’s Office. 

38. Delinquent Collections - Can I make payment arrangements?

• If you are unable to pay your delinquent accounts in full, you should immediately contact the Treasurer’s Office to inquire about a formal payment arrangement.


• In order to qualify for a formal payment arrangement, financial disclosure will be required. After a review of your financial obligations and income, a short term payment plan may be authorized.


• Once the Treasurer’s Office has taken collection action, payment in full must be received before the action will be released.

39. Delinquent Collections - Does the Treasurer’s Office take collection action on accounts owed to other city departments?

• The Treasurer’s Office collects various delinquent fines and fees on behalf of the City of Hampton.  
• Delinquent accounts such as court fines, library fines, emergency medical services, fire inspection fees, returned checks, business licenses, and other accounts receivables are subject to additional fees and collection action.

Delinquent Emergency Medical Services (EMS) and library fines can now be paid online by credit card at https://hamptontreasurerfee.virginiainteractive.org/.

40. Animal Licenses - What animals must be licensed?

All dogs and cats four (4) months of age or older are required to be licensed.

41. Animal Licenses - How much is an animal license?

• Beginning in 2018, residents have the option of purchasing an annual animal license or a lifetime animal license. The license tax for a male or female dog or cat is $10 for an annual license and $20 for a lifetime license. The license tax for a dog or cat that has been spayed or neutered is $4 for an annual license and $10 for a lifetime license (proof of spaying or neutering is required).
• The Treasurer’s Office also issues kennel licenses for any establishment in which five (5) or more canines, felines, or hybrids of either are kept for the purpose of breeding, hunting, training, renting, buying, boarding, selling or showing. 
• A City of Hampton Kennel License Application must be completed annually.
• A kennel license for 10 or fewer dogs or cats is $30, 11 to 30 dogs or cats is $40, and 31 to 50 dogs or cats is $50.

42. Animal Licenses - How can I purchase an animal license?

Animal licenses can be purchased by mail, in person, or by drop box, or you can buy them online using a credit card at https://hamptontreasurerfee.virginiainteractive.org.

43. Animal Licenses - What do I need to purchase my animal license?

• A copy of your animal’s current rabies certificate is required and proof of spaying or neutering, when applicable. The rabies certificate must be signed by a licensed veterinarian. 
• If purchasing by mail or drop box, please do not send your original rabies certificate with payment. Mail a copy of your rabies certificate with payment to P.O. Box 638, Hampton, VA 23669. Make check or money order payable to Hampton City Treasurer. Once payment is received and processed, your animal license will be mailed to you.
• When purchasing your animal license by mail or drop box please indicate if you are purchasing an annual license or a lifetime license. You can note this in the memo section of your check or money order or on the copy of the rabies certificate.

44. Animal Licenses - How long is an animal license valid?

• An annual license expires on Dec. 31 of the year in which the license was issued. Renewal notices for annual licenses are typically mailed in the last week of November.
• A lifetime animal license is valid for the life span of the dog or cat for whom the license was issued and only as long as the owner resides in the City of Hampton and the animal’s rabies vaccination is kept current. Upon expiration of a rabies vaccination, the lifetime license is not valid and the animal is considered to be unlicensed and in violation of Chapter IV of the Hampton City Code. The lifetime license will once again be valid upon renewal of the animal's rabies vaccination.
• Animal licenses are non-refundable and cannot be transferred to another animal. 

45. Animal Licenses - When is the deadline for purchasing an animal license?

• Animal licenses for the upcoming license year are available on November 1st of each year. 


• The deadline to purchase an animal license is January 31st of the license year.

46. Parking Fines - Who collects parking fines?

• The Treasurer’s Office collects parking fines that are written by the Hampton Police Department for all parking violations.


• The Treasurer does not have the authority to void or waive a parking fine. 


• All questions regarding the issuance of a parking fine should be directed to the Hampton Police Department.

A parking fine is due within 30 calendar days of the date the parking fine was written.

• The Treasurer’s Office will issue a summons to the vehicle owner for him/her to appear at the Hampton General District Court on a stated date and time.


• In accordance with Hampton City Ordinance, a summons cannot be issued after 30 calendar days of the date the parking fine was written.

1. What is youth violence?

Youth violence is violence involving young people, typically children, adolescents, and young adults, between the ages of 10 and 24. The young person can be the victim, the perpetrator, or a witness.

Youth violence includes various behaviors, ranging from violent acts – such as bullying, fist fighting and threats made with weapons or gang-related, to verbal and emotional abuse.

4. Who can I contact, aside from the police, about violence in my neighborhood?

The Rapid Engagement of Support in the Event of Trauma, or R.E.S.E.T., was designed to inform residents about the help and resources available to community members following a homicide. Citizens can volunteer for R.E.S.E.T. and will be required to attend a mandatory training session.
